4 th BN AAR SY AAR Who’s Who in the Zoo?

Cultural Shift Observations: “The Zoo”: Imbedded cadet culture that prides itself on non compliance to authority contrary to Citadel institutional values of duty and discipline. In 2016, 4BN had solid cadet senior leadership (imported) dealing with an entrenched cadet culture of non compliance to authority which manifested in increased incidents of misconduct: AWOL, Hazing/4C Violations, Alcohol in barracks and disrespect. Silver lining…strongest BN identity in the Corp. Recommendation: change the narrative of what being in the “ the Zoo” means. Change the negative perception into a positive perception. Teach goal oriented leadership through increasing unit and personal performance.

Misconduct Issues

Clear Left and Right Limits Zero Tolerance for offenders or toleration Hazing (to include servitude) Drugs and Alcohol in Barracks Disrespect (to Authority, Racism, Sexual Harassment …etc) Assault or Sexual Assault Lying in any form ….and possibly smokers

Initial Focus Areas & Strategy Discussions Accountability (start with little “a” work to big “A”) Professionalism (Teaching vs Harassing, Cadre ROE) Bystander Intervention vs Toleration (little problems don’t become big problems) Responsible vs Irresponsible Drinking (Zero Tolerance for Drinking in Barracks) All-ins (no REGT/BN SOP, do not set up for honor failure) Stress increasing unit and individual performance

Accountability (little a to big A)

Accountability Standardize how companies take and track accountability down to the squad leader level to build leader responsibility for the people under them across the 4 pillars. Increased Leadership through presence (increased visibility, spot check, drive-by mentoring). TACs spot check accountability formations/rosters Counseling and Mentoring (Early ID and counseling of at “risk cadets” with SQD SGT/COC present)

Professionalism (Teaching vs Harassing, Cadre ROE)

Professionalism Reduce Hazing/4th Class System Violations thru education, mentoring, supervision and substantial consequences Supplemental O/NCO training Cadre Rules of Engagement – Always two UC Cadre present – Always in the Open (never behind the letter or alone in rooms) – CPLs always supervised – Only direct line cadre COC correct/interact with 4C – 1SG approval for UC to be on 4 th Deck

Bystander Intervention vs Toleration “Heroes intervene, cowards look the other way.”

Bystander Intervention vs Toleration Reinforce 5 Step bystander intervention training. Reinforce: tell your cadet COC/TAC Immediate and significant consequences for those who tolerate

Responsible vs Irresponsible Drinking

Responsible Drinking Develop 4 BN Responsible Drinking Campaign and education plan with Kevin Modglin. Engage new 4BN Cadet Leadership with getting alcohol out of the barracks

ALL INs

Fix Company Duty team manning and reporting Standardize how Cadets conduct All ins 4BN/Corp. Give Cadets ability to open rooms, if headcount is required. Develop CAS to print a company Accountability report listing cadets on orders, leave (medical & special), and signed out to assist company duty officer.

Additional Recommendations TAC Team Concept TAC / Cadet Chain of Command Team Concept TAC presence/ visibility, “I see you, You see me” Promote Cadet Responsibility (specific duties to rank holders). Firm, Fair and Consistent across BN & Corp Focus on improving BN Command Climate and conduct, “4BN on the Rise.”

Request for Higher Support Suitability Boards with Teeth Continued funding for CAS reform Clear guidance on non-smoking policy Minimize Bluebook changes during the year Permanent Recorder on Boards Equitable distribution of additional TAC duties or supplemental duty pay
