New State Budget priorities Governor Jerry Brown has tackled the Budget problems Proposition 30 enabled the state to avoid further cuts to education The State Budget is balanced Common Cores State Standards (CCSS) have been adopted New Local Control Funding Formula (LCFF) grants are being implemented.

Local Control Funding Formula o Provides transparency regarding school budgets o Improves funding equity across school districts o Improves local accountability o Provides additional funding for supplemental services

Local Control Funding Formula (Cont’d) o Additional funding will be provided over eight year period o Requires a Local Control Accountability Plan (LCAP)

Local Control Accountability Plan- LCAP  On or before July 1, 2014, the District must adopt the LCAP using a state mandated template  The LCAP must include a description of the following:  Annual Goals and Progress Indicators to measure student outcomes.  Actions, services and expenditures designed to improve student learning  Process used to engage parents, teachers, administrators, staff, students, unions and other stakeholders.

The District must monitor under the LCAP:  All students  “Numerically significant subgroups” = 30 students or more with valid test scores in any group except foster youth, which requires 15 or more  LCFF provides additional funding for supplemental services for students who qualify for the National School Lunch Program, English Learners and Foster Youth
