3 About RCSD  Serves about 9,000 students in Redwood City Portions of San Carlos Menlo Park Atherton Woodside  16 schools 14 elementary 2 middle schools  About half of students are English language learners  More than half of students qualify for free and reduced lunch 3 First RCSD School, circa 1895

4 A District that Perseveres Lowest funded District in area About $15 million in cuts since 2003-04 Serving more students with less resources Increased class sizes, eliminated programs, staff reductions, no raises for staff 4

7 What is Local Control Funding Formula (LCFF)? New law signed by Governor Brown in June 2013 Changes allocation Greater weight: – High numbers of students in poverty – English Language Learners – Foster students Requires Districts to align budget with LCFF priorities Local Control Accountability Plan (LCAP) 7

8 LCFF: Opportunity, but... Chance to reboot, rebuild and redefine RCSD values But, it is not perfect 8

9 Media Headlines Suggest... California has “fixed” public education Public schools finally have enough money Districts like ours are getting a lot more money 9

10 LCFF Reality  Does not increase overall level of spending  Does not restore schools to 2007-08 spending until at least 2021  Affected by California economic performance (impacts path to target)  Prop 30 expires before target spending is reached in 2021 10

11 LCFF Reality Does not significantly raise California’s low ranking in per-pupil spending: – On average, Calif. per pupil spending Is $2,475 less than the rest of the nation (Source: California Budget Project, “School Finance Facts”, October 2013. www.cbp.org) Does not remove regulatory and reporting requirements to county and state RCSD still does not have actual numbers for 2013-14 11
