Administration of your campus Academic Cooperative Programs October 25, 2011 MACRAO Laura Stoll Missouri University of Science and Technology (S&T) Doug Swink University of Missouri – Kansas City (UMKC) Dixie Williams Missouri State University (MSU)

Missouri S&T/MSU Cooperative Engineering Program: Disclaimer The Administration of Cooperative Degree Programs is not an easy task! It will take a lot of time and effort. As much as you think you have it all covered, there will always be something new to address. Cooperative degree programs between universities will continue to grow. It is the politically right thing to do.

Missouri S&T/MSU Cooperative Engineering Program: Items in the Memorandum of Understanding were used as a basis for the discussions. – “ Degrees in civil and electrical engineering would be offered by S&T” – “the diplomas will read ‘in cooperation with Missouri State University’ – “MSU will collect tuition and fees from all students” – “S&T will provide an on-site program director”

Missouri S&T/MSU Cooperative Engineering Program: Initial meeting between the administrative offices took place in September Follow-up meetings occurred in October 2006, January 2007, and March Processes were finalized in November As students in the cooperative program began taking S&T courses in January 2009, some revision to refine and add detail to the process were made.

Admissions: Students first apply and are admitted to MSU in the cooperative program (pre-engineering) when enrolling in MSU courses. Prior to taking an S&T course, the student must apply and be admitted to S&T. The student is admitted to S&T as a transfer student and tracked in a special student group.

Financial Aid: For purposes of financial aid, the student’s “home institution” throughout the program will remain at MSU. When students are enrolled in S&T courses, MSU enters a “placeholder” course for the equivalent hours of the S&T course so that the students can be considered for financial aid.

Scholarships: All scholarship and financial aid will be the responsibility of MSU.

Registration: After students are admitted to either S&T or MSU, they will be eligible to register for the prescribed courses in the program. They will proceed through the registration process on each campus when selecting those courses.

Billing and Fees: The charges will be MSU rates for MSU courses and S&T rates for S&T courses. The MOU also states that MSU will collect all fees from the student. S&T sends a bill to the student’s S&T address to inform them of the fees that have been assessed and that they are being billed to a third party sponsor which is MSU. The bill has a statement about the S&T/MSU cooperative program and will specify that the student owes $0 dollars.

Refund periods: The MSU refund schedule will be followed.

Funding of Instructional Support: Some S&T courses offered in Springfield are taught by MSU instructors. S&T reimburses MSU at a set rate.

NCAA athlete participation: Students may begin participation at MSU but when they apply and enroll at S&T they can no longer participate as an athlete at MSU.

Calendar: The teaching institution will design the class schedule to accommodate the student.

National Student Clearinghouse: Both S&T and MSU will certify the student’s enrollment at their campus to the National Student Clearinghouse.

Veteran Administration students: S&T will be considered the “parent” school and S&T will certify hours taken at S&T to the Veteran Certifying Official. Hours taken at MSU will be certified by MSU as the “supplemental” school.

Grades: Students will follow the grading policies of the campus offering the course.

Academic/Scholastic Actions: Scholastic actions will be taken at the close of the semester based on the institution(s) through which students take classes that semester.

Transcripts: Courses will be transcripted by the institution that is offering the course.

Degree requirements and diploma: MSU and S&T will both post the S&T/MSU cooperative degree on their transcript. The degree posted on the transcript at S&T will not appear different from the same degree awarded to Rolla campus students. – BS degree in Civil Engineering – BS degree in Electrical Engineering
