Audie Murphy Road Sewage Lift Station Award of Construction Contracts Joe Mouawad, P.E. October 5, 2016

Background Audie Murphy Road Sewage Lift Station (AMR lift station) serves Quail Valley and Audie Murphy Ranch Development AMR Lift Station will transfer sewage to PVRWRF via Sun City Lift Station Audie Murphy Ranch (AMR) Development is currently installing sewer pipelines and force main District is finalizing plans for Quail Valley Subarea 9, Phase 1 Sewer Project Lift Station Location Normandy Road Goetz Road Newport Road

Agreement with AMR Development Developer Participation Agreement with the AMR (Sutter Mitland 01 LLC) to share cost to develop sewer infrastructure This agreement includes trunk sewers, AMR Lift Station, and a force main District and Sutter Mitland 01 LLC will contribute funds at a ratio of 54/46 respectively District will construct the AMR Lift Station and portion of the trunk sewers SWRCB and SAWPA providing grants to fund District’s portion of the sewer facilities

AMR Schedule Developer is tentatively planning to release Phase 1 lots for occupancy in June 2017 Developer’s releases limited to 101 dwelling units until the lift station is completed Temporary pumping will be necessary until the lift station is placed in service Developer is well underway to complete the trunk sewer at Audie Murphy Road and the force main at Normandy Road

Design and Bid Process Design plans were prepared by Dexter Wilson Engineering under a contract with AMR Staff prepared the bid documents and advertised for public bid on August 16, 2016 Bids received on September 29, 2016 District will award the contract to the lowest responsible and responsive bidder Staff requests administrative award of the project in order to expedite the construction start date

Recommendation Execution by the General Manager, or his designee, of the District’s standard form of contract with the necessary consultants, and suppliers for the construction of the Audie Murphy Road Sewage Lift Station; Execution by the General Manager, or his designee, of the District’s standard form of contract with Krieger and Stewart Engineering Consultants, Riverside, California, for engineering services during construction of the Audie Murphy Road Sewage Lift Station in the amount of $150,000; Execution by the General Manager, or his designee, of the District’s standard form of contract with Inland Foundation Engineering, Inc. , San Jacinto, California, for soil testing services during construction of the Audie Murphy Road Sewage Lift Station in the amount of $28,085; and Additional appropriation of $3,650,000 to fund the construction phase of the project.
