2 7th Street Pavement Repairs
Uneven pavement and surface damage are visible along 7th Street between Sanderson Ave. and Ivy Crest Drive in City of San Jacinto Pavement condition is associated with District’s sewer project completed in 2008 District made repairs at select locations in 2010 and 2015 Additional repairs necessary

3 Evaluation of Pavement Conditions
Areas repaired by the District Distressed pavement areas No curb/gutter District retained Inland Foundation Engineering (IFE), the soil engineer on the sewer project, to evaluate the sewer backfill and to develop a solution IFE conducted additional field investigation (CPT test) at five locations along the sewer alignment to study the subsurface soil conditions

4 Soil Investigation Findings
Backfill material was compacted to 90% level or higher during construction However, potential settlement in the pipe zone may have weakened the backfill zone above the pipe Continued settlement in the backfill zone is likely resulting in pavement distress Poor surface drainage and storm water infiltration increases settlement potential

5 Recommended Repair Solution
Improved Pavement Section: Bottom soil layer compacted to 90% level Three layers of aggregate base/geogrid 4-inch Asphalt concrete City of San Jacinto and the District identified 900-feet of roadway to be repaired District will continue to monitor the pavement for surface depressions Repair Areas Note: Remaining distressed pavement areas will be monitored

6 Bid Process Five on-call contractors were invited to bid on July 28, 2016 Two bids received on August 11, 2016 Apparent Low bidder, Hemet, Mfg. Co. Inc. Low bid in the amount of $410,796 Contractor has performed similar work for the District

Notice to Proceed Sept. 2016 City Council Meeting (traffic control plan approval) Oct. 2016 Contractor Mobilization Nov. 2016 End of Construction Jan. 2017

8 Recommendation Acceptance of the lowest responsive bid of Hemet Mfg. Co. Inc. of Hemet, California, for Request of Proposal No. BL-2843 Execution by the General Manager of the District's standard form of contract with Hemet Mfg. Co. Inc. in the amount not to exceed $410,796 Execution by the General Manager of the District's standard form of contract with Inland Foundation Engineering, Inc. for soil testing services in the amount not to exceed $16,905 Additional appropriation of $520,700
