2 2-Year Agreements for Environmental Services www.emwd.org 2 Current Agreements will expire: On November 6, 2013, the Board approved Two-Year Agreements for As-Needed Environmental Services that expire on November 30, 2015. These agreements covered two programs managed by Environmental and Regulatory Compliance Department, namely: o California Environmental Quality Act (CEQA): Program that prepares the necessary environmental documents to support the capital improvement projects executed since November 30, 2013. Typical projects include negative and mitigated declarations, biological and cultural surveys, and other supporting documents required to comply with CEQA. o South Coast Air Quality Management Districts – Air Emissions Testing: Program performs the basic and specialized on-site emissions testing of internal combustion engines using standard methods.

3 2-Year Agreements for Environmental Services www.emwd.org 3 On July 24, 2015, the District received the Statement of Qualifications from a total of 16 firms for the CEQA and Air Emission Source Testing programs. The firms were reviewed using the District’s systematic, qualifications-based, selection process. Firms were evaluated by a cross-functional team of staff for the following criteria: 1.Firm’s Qualifications and Experience 2.Experience and Qualifications of Assigned Personnel 3.Availability 4.Water, Wastewater and Recycled Water System Project Performance 5.Price/Hourly Rates 6.Local Offices 7.Quality of Proposal 8.Exceptions Taken to the Request for Qualifications

Individual tests range in cost from $4,930 to $7,260.
