New housing tracts with school and park soon to be built adjacent to Winchester Lift Station Need to implement permanent odor control system Design approach based on Sun City Lift Station Odor Control System Evaluate and mitigate visual impact of the proposed odor control system equipment SIMPSON RD. 4 Winchester Lift Station Odor Control Project Scope of Work
Construct and operate a horizontal biotrickling filter system, with building-like façade screening of odor control equipment to minimize visual impact Coordinate perimeter walls replacement and access gates relocation with developer Replace existing wet well hatches to seal in odor for treatment Test and repair existing wet well liner Similar odor control system successfully implemented at Sun City Lift Station

Consultant Selection Criteria Qualifications and experiences Past successful odor control project design Expedited design schedule Proposal commensurate with the level of effort Black & Veatch was selected to complete preliminary design Knowledge of the project Recognized experts in odor control system design and construction Black & Veatch is recommended for the final design engineering work for its expertise, continuation of the project design, and reasonable cost proposal

9 Recommendations Approve and authorize the execution by the General Manager, or his designee, of a professional services agreement with Black & Veatch, San Marcos, California, for final engineering services in support of the Winchester Lift Station Odor Control System Project, in the amount of $184,977; and Appropriation of $230,500 to fund project costs through construction bid/award phase.
