4. Winchester Lift Station Odor Control Project Scope of Work
Construct and operate a horizontal biotrickling filter system, with building-like façade screening of odor control equipment to minimize visual impact
Coordinate perimeter walls replacement and access gates relocation with developer
Replace existing wet well hatches to seal in odor for treatment
Test and repair existing wet well liner
Similar odor control system successfully implemented at Sun City Lift Station

Black & Veatch was selected to complete preliminary design

9. Recommendations
Approve and authorize the execution by the General Manager, or his designee, of a professional services agreement with Black & Veatch, San Marcos, California, for final engineering services in support of the Winchester Lift Station Odor Control System Project, in the amount of $184,977; and
Appropriation of $230,500 to fund project costs through construction bid/award phase.
