3 Background On December 16, 2015, the Board approved TVRWRF 23-MGD Expansion project construction and appropriated $89,518,163. Recently, the District decided to convert disinfection system from chlorine gas to sodium hypochlorite (SHC). Staff expedited the disinfection system conversion at the TVRWRF by incorporating it into the TVRWRF 23-MGD Expansion project. 7 Third Party Cost Estimate In Support of Negotiations
Staff requested a third party cost estimate for construction of added facilities, demolition of the existing chlorine storage system, and credit for removal of planned expansion of the existing chlorine disinfection system to Plant 3. The District’s 3rd Party Construction Manager, Vali Cooper & Associates prepared an independent construction cost estimate for installation and credit for removal of work. CH2M estimated the cost of demolishing the existing chlorine storage tanks. Vali Cooper’s construction estimate was in the amount of $1.6 million. CH2M estimated the demolition cost to be in the amount of $165,000, for a total construction cost estimate in the amount of $1.76 million. .

8 Change Order Review Results in Reduced Cost
Staff received an initial change order proposal from AWC in the amount of $2.1 million. This change order proposal included a credit from removal of work related to the original expansion of the existing chlorine disinfection system. Staff was able to reduce the change order proposal to an amount of $1,730,217 through negotiation and a detailed comparison to Vali Cooper’s construction cost estimate. AWC provided a separate changer order proposal for demolition of the existing chlorine feed system in the amount of $122,064. AWC’s final total change order proposal is in the amount of $1,852,281 within five percent of District’s independent estimate. . Archer Western Construction (AWC) provided a detailed change order proposal based design provided by CH2M.

9 Engineering and Construction Services
Engineering service provided by CH2M for disinfection chemical conversion: - Final design and specification of added work - Feed system specifications - Title 22 engineering report - SCAQMD permit application - Construction submittal review - Record drawings - Project workshops and meetings Staff negotiated a engineering service fee for disinfection chemical conversion with CH2M in the amount of $341,769.

11 Recommendations Approve and authorize the following:
Change Order with Archer Western Construction, LLC. ($1,852,281) for construction of the TVRWRF SHC disinfection conversion and demolition of the old chlorine storage and feed system. Amendment to the engineering services during construction (ESDC) contract with CH2M of Santa Ana, California ($341,769) for engineering design of the TVRWRF SHC disinfection conversion. Request appropriation of $1,852,281 for added work bring the total project cost to an amount of $91,370,444.
