1 Perris Water Filtration Plant Membrane Upgrade – Phase I
Joe Mouawad, P.E. April 28, 2016

2 Background Existing 500c Membranes 500d Membranes
Installed in 2006 and approaching the end of useful life Increasing frequency of maintenance/repair activities Superseded by 500d module design 500d Membranes Support higher membrane integrity testing (MIT) pressures Will comply with EPA’s LT2 water quality testing standards Easier to maintain Investigation and Evaluation of Ancillary Equipment Investigate abrasive particles in raw water supply (sand and shell fragments) Identify potential upgrades to mitigate damage Screens and Reject Recovery Facility Evaluate products to replace fine screens Upgrades/modifications to existing blowers, pumps, and piping Telemetry and programming upgrades

3 PWFP Process Diagram

4 Scope of Work CH2M Hill Engineer of Record Proposed Scope
Original Facility 20/24 MGD Expansions Proposed Scope Data Gathering and Analysis Site and Process Audit Sampling/Testing Plan Evaluate Options to Mitigate membrane integrity issues due to abrasive particles Project Report Support for Replacement of 500c Modules with 500d Develop bid documents

5 Project Components Pre-negotiate GE Proposal
Review data from previous investigation of abrasive particles at Reject Recovery Facility performed by GE in 2015 Laboratory testing Water Quality data

6 Cost and Schedule CH2M Hill Investigation and Design Costs
$198,196 Appropriation through Bidding Phase $288,196 Anticipated Bid Date October 2016 Anticipated Construction Completion May 2017 Construction Costs Estimated at approx. $4 Million

7 Recommendations Approve and authorize the following:
Award contract with CH2M Hill of Santa Ana, California, for Engineering Design Services for the Project in the amount of $198,196; Administrative award of necessary contracts and agreements for support services for the implementation of the Project; and Additional appropriation of $288,196 Perris Water Filtration Plant - Membrane Tanks Perris Water Filtration Plant - Reject Recovery Facility
