2 Background An existing 12-inch sewer along G Street and Case Road within the City of Perris is operating above the District’s capacity criteria Staff proposes to install a parallel sewer along G Street and Case Road to increase capacity or an alternative longer alignment with financial participation by local developers The shorter alignment option will require trenchless construction methods to cross under the Metrolink rail line Staff will evaluate alternate alignments to avoid the Metrolink rail line crossing Case Road Proposed Sewer Metrolink

3 Project Constraints Trenchless construction method is required to install sewer across the Metrolink rail line Metrolink & Riverside County Transportation Commission (RCTC) approvals will be required District’s master license agreement with RCTC will need to be amended Alternate sewer alignments to avoid the Metrolink crossing will be evaluated during preliminary design effort Outreach to local development community needed to assess whether project partners may be available to share the cost of an alternative approach

8 Recommendations Execution by the General Manager, or his designee, of the District’s standard form of contract with Albert A. Webb Associates for the final design of Case Road Sewer Project in the amount of $114,900; Execution by the General Manager, or his designee, of the District’s standard form of necessary contracts and agreements including administrative award of contracts for the completion of the final design of the project; and Additional appropriation of $211,600 to fund project costs through the Bid/Award Phase.
