Habeas Corpus Remember this?? Lincoln suspends writ of habeas corpus This means people could be arrested without being told of the charges against them and did not have to go before a judge. Why would he do that?

Emancipation Proclamation It freed the slaves ONLY IN THE REBELLING SLAVE STATES. Military Effect: Undercut the Southern labor force when Union troops came south. Symbolic effect: gives moral purpose to war. Diplomatic Effect: Britain will not ally with the South because it puts the slavery question at forefront of war.
