Supporting SCUSD Students with the Local Control & Accountability Plan (LCAP) 1 School Site Meetings May 2015

Introduction July 1, 2013 Governor Brown signed historic school funding legislation: the Local Control Funding Formula (LCFF). Local Control and Accountability Plan (LCAP) is LCFF’s vehicle for transparency and engagement. – “Today, I'm signing a bill that is truly revolutionary,” said Governor Brown. “We are bringing government closer to the people, to the classroom where real decisions are made and directing the money where the need and the challenge is greatest. This is a good day for California, it’s a good day for school kids and it’s a good day for our future.” 2

What is the Local Control Funding Formula? New way the state is funding schools Base amount per every student Supplemental funding based on population of: – English Learners – Low Income – Foster Youth Concentration grant to districts with over 55% students receiving free-reduced price meals 3

How is this different for our district? Greater flexibility to better direct resources Greater transparency and accountability to the community and the state Greater need for communication about goals, actions and services that support students 4

What is the Local Control & Accountability Plan (LCAP)? The LCAP is a plan that each district creates Actions, services and expenditures are detailed in the LCAP The plan is not the budget 5

Accountability Districts must include actions for each of the eight state priorities. The plan must show how all students are supported, but especially: – Low-income – English Learners – Foster Youth 6 Districts must consult with stakeholders when developing and updating the plan.

Local Control for Districts and Schools 7 Approximately 36% of SCUSD Local Control Funds are allocated to school sites. LCFF funds are built into each school’s Single Plan for Student Achievement (SPSA).

SCUSD LCAP Goals Supported by our stakeholders (approx. 80% agree) 8 Increase the percent of students who are on- track to graduate college- and career- ready. Students will be provided with a safe, clean, healthy and emotionally healthy school. Parents, families and community members will become more fully engaged as partners in the education of students in SCUSD.

Goal #1 Districtwide Actions Class Size Reduction (K-3) in schools with over 75% free and reduced-price meals Implementation of the Common Core State Standards Early Kinder/Transitional Kindergarten High School and Middle School Counselors Linked Learning and Career Technical Education Support for Students with Special Needs Foster Youth Services (additional staff) 10

Draft LCAP: Goal #2 Goal #2: Schools will provide students with a clean, healthy, physically and emotionally safe learning environment. 11

Goal #2 Districtwide Actions Maintain Plant Managers and Custodians School Resource Officers Central Office Drop out and Attendance Support District Social Workers, Nurses, School Psychologists District Librarians The Connect Center Programs to support positive school climate, such as SEL, PBIS and Restorative Practices 12

Draft LCAP: Goal #3 Goal #3: Parents, family and community stakeholders will become more fully engaged as partners in the education of students in SCUSD. 13

Goal #3 Districtwide Actions 14 District Parent Engagement staff to support outreach, parent education and training Parent/Teacher Home Visit Project and Academic Parent- Teacher Teams Translation services throughout the district, both written and verbal.

How to provide your feedback The LCAP Survey is part of the Community Planning Process; a process to engage the district community in the design of strategic work. In many districts, we see top-down change – that does not drive lasting impact. 15 Through our survey, we will hear from our community members in a grass-roots method

What was the impact of last year’s engagement? Plan created with input from the community. Over 1,300 individuals completed a survey online, or were surveyed under the Community Planning Process. 16 Community engagement helped to shape the goals and actions of the LCAP.

Next Steps / Timeline SCUSD is asking all schools to share the draft (May 11-27) Survey response needed by May 27 SCUSD will revise the plan, reflecting comments from the community Public Hearing: June 4 Board of Education Adoption: June 18 Board of Education 17
