Workforce Development – Messages from Cavendish Review In the wake of the Francis Inquiry; What can be done to ensure unregistered staff in social care & the NHS treat people with compassion? Key findings about social care  Social care workforce is huge with high turnover  Phrase “basic care” dramatically understates the work staff do  Workers are increasingly taking on challenging tasks  But training is hugely variable  Financial pressures impacting on recruitment, retention & training

Cavendish Review  “Sea” of vocational qualifications & training courses  Caring not seen as a career by care workers  Social care pioneering innovative approaches to person- centred care  Good caring takes time! Recommendations  Competency based “Certificates of Fundamental Care”  Develop proposal for a rigorous system of quality assurance for training with funding linked to outcomes  Employers should be supported to test values, attitudes & aptitude at recruitment

Cavendish Review  New bridging programmes into pre-registration nursing  Widen participation into NHS funded courses  Develop a robust career development framework  Codes of conduct for staff  Explore how to move to commissioning based on outcomes  Payment of travel time should be a contract condition for domiciliary care providers

Dementia Qualifications 4 specific dementia QCF qualifications Level 2 Award in Awareness of Dementia A knowledge-only qualification consisting of 4 level 2 units:  Dementia awareness (DEM 201)  Person-centred approach to care & support of individuals with dementia (DEM 202)  Understand the factors that can influence communication & interaction with individuals who have dementia (DEM 205)  Understand equality, diversity & inclusion in dementia care (DEM 207) Total credits = 8 (£120 WDF at £15 per credit)

Dementia Qualifications Level 2 Certificate in Dementia Care A competence qualification to demonstrate skills in working with individuals with dementia consisting of 5 mandatory units + options  Dementia awareness (DEM 201)  Understand & implement a person-centred approach to the care & support of individuals with dementia (DEM 204)  Equality, diversity & inclusion in dementia care practice (DEM 209)  Understand and enable interaction & communication with individuals who have dementia (DEM 210)  Approaches to enable rights & choice for individuals with dementia whilst minimising risks (DEM 211) Total credits = 18 (£270 WDF at £15 per credit)

Dementia Qualifications Level 3 Award in Awareness of Dementia A higher level knowledge-only qualification consisting of 4 level 3 units:  Understand the process & experience of dementia (DEM 301)  Understand the administration of medication to individuals with dementia using a person-centred approach (DEM 305)  Understand the role of communication and interactions with individuals who have dementia (DEM 308)  Understand the diversity of individuals with dementia and the importance of inclusion (DEM 310) Total credits = 11 (£165 WDF at £15 per credit)

Dementia Qualifications Level 3 Certificate in Dementia Care A higher level competence qualification consisting of 4 mandatory units + options  Understand the process & experience of dementia (DEM 301)  Enable rights & choices of individuals with dementia whilst minimising risks (DEM 304)  Understand & enable interaction & communication with individuals who have dementia (DEM 312)  Equality, diversity & inclusion in dementia care practice (DEM 313) Total credits = 21 (£315 WDF at £15 per credit)

Key Points  Certificates build on Awards  Certificates involve application & demonstration of learning  Count towards Health & Social Care Diploma with dementia pathway  All require “Guided Learning Hours” by learners  Assessment of knowledge based learning outcomes can take place in or outside real work setting by occupationally knowledgeable assessor  Assessment of competence based learning outcomes must be made within the work setting by occupationally competent assessor with direct observation as main source of evidence

Assessment  Unit 1: Theory of Assessment  Unit 2: Assess occupational competence in the work environment  Unit 3: Vocationally based assessment in classroom settings Units = Assessor Certificate (15 credits) Units or = Assessor Award (9 credits) Units ideal for training providers Units ideal for work-based Assessors
