What’s changing? Qualifications and Credit Framework (QCF) Regulations are being withdrawn by Ofqual ‘Regulated Qualifications Framework’ (RQF) replaces the QCF Qualifications will be consistent but no longer identical RQF focus on quality of qualifications during delivery

What’s staying the same in social care? A range of high quality qualifications Familiar titles (Diploma etc) and Levels (2, 3, 4, 5 etc) Units structures within most qualifications Collaboration with Sector Skills Councils (like SfC) awarding organisations, learning providers and employers

9 The Apprenticeship Levy – from April 2017
0.5% of payroll over £3m This means only 2% of employers affected Applies to all employers – public and private Levy pot topped up by 10% by government System for the 98% to be “co-financing” with employers paying 10%, SFA paying 90% Incentive payment of £1k for recruiting 16-18s & 19-24s care leavers or on an LA Education, Health Care Plan Small employers (<50 staff) exempt from paying for 16-18s Only usable for apprenticeship training using 15 price bands as announced in August 2016 More guidance due out in October and December 2016 Levy-payers can transfer up to 10% to other employers including ATAs – subject to state aid rules

11 Learning Disabilities Core Skills Education and Training Framework

12 LD Framework Purpose To set out the expected learning outcomes and minimum standards for the delivery of education and training-related core skills. To enable organisations to: Identify key skills and knowledge for roles and team Plan and design content for education and training Commission education and training Conduct training needs analysis Support performance management processes and the assessment of competence 

13 LD Framework Scope 3 Tiers of core skills and knowledge covered in the framework: Tier 1 - knowledge for roles that require general awareness of learning disabilities Tier 2 - knowledge and skills for roles that will have some regular contact with people (children, young people and adults) with a learning disability Tier 3 - knowledge and skills for those providing care and support for people (children, young people and adults) with a learning disability

21 What is the Workforce Development Fund?
A financial contribution towards the cost of workers completing social care units and qualifications, meaning you can claim back a proportion of the costs of learning and development. A list of acceptable units for funding: Funding is calculated on the credit size of QCF units at £15 per credit. For example you could claim: Level 2 Diploma in Health and Social Care (minimum 46 credits) – up to £690 Level 3 Diploma in Health and Social Care (minimum 58 credits) – up to £870 Level 4 Diploma in Adult Care (minimum 70 credits) – up to £1050 Maximum of 60 credits per learner, per funding year can be claimed, so qualifications over 60 credits will need to be claimed over more than one funding year.

22 Who can apply for the WDF?
To be eligible to apply for funding you must: Be an adult social care employer Have staff undertaking units from the list of acceptable units (available on SfC website) Have an NMDS-SC account that meets the necessary criteria Join your local employer led partnership. If your organisation is located in an area with no partnership, you can apply for funding directly from Skills for Care.
