3 CQC Strategy 2013-16 New strategy coming soon…
We will change what we look at when we inspect so that we tackle the following five questions about services. − Are they safe? − Are they effective? − Are they caring? − Are they well led? − Are they responsive to people’s needs?

4 CQC Future Operating Model A fresh start for the regulation and inspection of adult social care Page 6

5 CQC: Residential key lines of enquiry (KLOE), prompts and potential sources of evidence
S3: How does the service make sure that there are sufficient numbers of suitable staff to keep people safe and meet their needs? Planning Gathering feedback Talking to people Observation Talking to staff Reviewing records

6 CQC: How we inspect What information does SOFI capture?
Inspectors observe the mood and engagement of people using services and the quality of staff interactions. They also make notes on other aspects of care practice during their observations. SOFI Short Observational Framework for Inspection

There is no requirement for assessors of the Care Certificate to hold any assessor qualification; the employer must be confident that the person with this responsibility is competent to assess. The assessment of the Care Certificate should be as rigorous as the assessment of any formal qualification. The learner can’t be part skilled or have some knowledge and meet the Standards.

13 Care Certificate Framework Assessor Document http://www. skillsforcare
Evidence must be: Valid – relevant to the standards for which competence is claimed Authentic – produced by the learner Current – sufficiently recent for assessors to be confident that the learner still has that same level of skills or knowledge Reliable - genuinely representative of the learner’s knowledge and skills Sufficient – meets in full all the requirements of the standards Evidence of performance prefixed with words such as demonstrate, take steps to, use or show must be undertaken in the workplace during the learners real work activity and observed by the assessor
