11 Workforce Development Fund (WDF)

12 What is the Workforce Development Fund?
A financial contribution towards the cost of workers completing social care units, qualifications and learning programmes, meaning you can claim back a proportion of the costs of learning and development. A list of acceptable units for funding: Funding is calculated on the credit size of QCF units at £15 per credit. For example you could claim: Level 2 Diploma in Health and Social Care (minimum 46 credits) – up to £690 Level 3 Diploma in Health and Social Care (minimum 58 credits) – up to £870 Level 4 Diploma in Adult Care (minimum 70 credits) – up to £1050 Maximum of 60 credits per learner, per funding year can be claimed, so qualifications over 60 credits will need to be claimed over more than one funding year.

13 Who can apply? To be eligible to apply for funding you must:
Be an adult social care employer Have staff undertaking units from the list of acceptable units Have an NMDS-SC account that meets the advertised criteria Join your local employer led partnership (Suffolk Brokerage).

improvements in staff skills levels and a reduction on condition specific issues improved staff morale a better understanding of learning needs, and a more formal approach to training including the development of training plans and regular learning needs assessments undertaken a better understanding of other resources available to support workforce development. Thorndene used the WDF to support 8 staff towards completing units at level 2 and 3, plus funding towards one level 5 diploma. Rocklee Limited was able to support 90% of their team to complete the infection control module of the Level 2 Diploma in Health and Social Care with help from the WDF.

15 What has changed for WDF 2017/18?
There will be new additions to the fund: RQF level 4 certificate in principles of leadership and management in adult care - £400 RQF level 5 certificate in fundamental knowledge in commissioning for wellbeing - £750 Lead to Succeed learning programme - £350 Further additions will be made during the year as new learning programmes and qualifications become available.

16 Changes that will impact WDF in 2018/10?
Skills for Care will not fund all health and social care RQF qualifications RQF focuses on the achievement of full qualifications, so in 2018/19 both QCF and RQF qualifications will be funded at qualification level only. Any learners who have already been registered for individual QCF units should complete them and employers should ensure these are submitted to be claimed in the current funding year. You should prioritise claiming individual units or any qualifications which have evidence dated in 2017 between now and 30 March 2018. For all qualifications the evidence required to support claims will be a copy of the learner’s certificate 2018/19 will be the final year for claiming QCF qualifications. This means that if the qualification is not completed, certificated and claimed in 2018/19 it will not be funded through the Workforce Development Fund. The 60 credit limit will no longer be in place in 2018/19, but will be replaced by a financial limit

23 What is changing with WDF?
New additions which will be funded Further additions will be added throughout the year Levy paying employers will be able to access WDF subject to meeting certain criteria. Non-levy payers who receive apprenticeship funding at the 1:9 rate will be able to factor their 10% cash contribution into their total cost of training calculation.
