SAFE WORK INSTRUCTIONS Title of Subject: Bunker Attendant Last Reviewed Date: November 2015 SAFE WORK INSTRUCTIONS The following safe work instructions in NOT INTENDED to replace hands on training requirements of the code of federal regulations. The intent is to provide an overview of known potential safety hazards associated with equipment operation. Hands on training with an experienced operator on each specific model must be conducted. The trainee can not proceed onto production until they are determined ready to proceed by the supervisor of the training. Before any operation or maintenance procedure is performed with or on this vehicle, it is important that personnel have a complete understanding of the location and functions of all controls and indicators, as well as, the location and use of all emergency shutdown controls and procedures. Steps for Initial SWI Training: Prepare – Review the SWI. Present – Quick Card at the machine with experienced operator. Tryout – Person runs the machine with supervision. Follow up – Competency points are verified by supervisor and 5000-23 is signed by the trainee/trainer to complete the training. Steps for Retraining: Review SWI or Quick Card Verify Competency Points Complete Annual Training Requalification Form Competency Points: Loading/unloading coal bins© Cleaning walkways/work areas© Communications between all phases of coal operations© Buchanan Minerals, LLC is providing this safety guidance in order to specify the minimum safety standards, practices or policies that are expected to be observed by persons operating on Buchanan Minerals property. SAFE WORK INSTRUCTIONS Title: Bunker Attendant SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Pre-operational checks : Check communication devices for proper operation.(Phone, computers, c.o. Monitors) Examine travel ways, steps, and walkways to insure they are free from any obstructions.(Coal, hoses, oil, parts, etc.) Examine roof and rib conditions where work is to be performed. Check overall condition of feeders Examine fire suppression system in bunker area and around applicable drive areas. Check that all guards are in place. Report any defective devices to maintenance. Maintain clean walkways, travel ways and work areas at all times. Report any cracks or changes in gunnited ribs and roof to mine foreman/engineer. Remove combustible accumulations. Report any leaks or damage to the fire suppression system to maintenance / belt department. All wash down hoses must be equipped with an oval handle shut off valve. Replace or report if any found damaged. General operation: Become familiar with the computer system. This includes bunker feeders, c.o. Monitor screen, belt screen, tracking screen etc. Become familiar with who need to be notified when certain conditions arise (High CO. or CO malfunctions throughout the mine, belts go down, injuries or accidents, other warnings from devices in bunker). Responsible persons must be notified immediately when certain occurrences/conditions present themselves All persons involved in work must be notified of events. If several groups are working in different areas several locks and tags must be used. Full body harnesses and retractable lanyards are required.

SAFE WORK INSTRUCTIONS Title: Bunker Attendant SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS General operation (cont’d): Personal locks and tags must be used when performing any work on any bunker component. If and when work is being done in or above bunker , proper fall protection must be utilized and persons must be trained in proper use of same. Make sure all water sprays are functioning properly Always utilize proper body mechanics while lifting or carrying objects. Get help if objects are too heavy to be handled alone Make sure audible alarms to warn yourself and others of equipment movement are functioning properly In order to minimize dust, all sprays must be functioning properly Keep objects close to your body while lifting and carrying to prevent bodily injury. Lift with your legs Notify maintenance if alarms are inoperative or malfunctioning.
