1 SAFE WORK INSTRUCTIONS
Title of Subject : Rockduster Last Reviewed Date : October 2015 SAFE WORK INSTRUCTIONS The following safe work instructions is NOT INTENDED to replace hands on training requirements of the code of federal regulations. The intent is to provide an overview of known potential safety hazards associated with equipment operation. Hands on training with an experienced operator on each specific model must be conducted. The trainee can not proceed onto production until they are determined ready to proceed by the supervisor of the training. Before any operation or maintenance procedure is performed with or on this equipment, it is important that personnel have a complete understanding of the location and functions of all controls and indicators, as well as, the location and use of all emergency shutdown controls and procedures. Steps for Initial SWI Training: Prepare – Review the SWI. Present – Quick Card at the machine with experienced operator. Tryout – Person runs the machine with supervision. Follow up – Competency points are verified by supervisor and is signed by the trainee/trainer to complete the training. Title: Rockduster SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Note: To transport rock dust tanks must have current Motorman/Tram Training Work Area Examination: Examine the roof and ribs for loose materials and the walkways for potential slipping/tripping hazards. Scale loose roof and ribs as necessary. Remove potential slipping/tripping hazards. Preoperational Checks for Diesel Powered Duster: PA State Law - Diesel operators must have received initial 8 hours of instruction by a diesel certified instructor. Approved diesel pre-operational checklist must be completed in it’s entirety prior to being operated. If any of the items on the checklist cannot be completed the items must be repaired/completed prior to operation. Preoperational Checks for Battery Powered Duster: Ensure proper connection. Examine lids, cables and batteries for defects or damage. Ensure terminals and battery box are insulated . Lids must be properly blocked open to prevent unintentional closure. Utilize appropriate PPE when performing battery maintenance. Preoperational Checks : The equipment must be maintained free from accumulations of combustible materials.(coal, dust, paper, grease and oil). Any materials transported in or on dust pod must be secured and/or stored in a permanently designed location. Ensure that the equipment is in a safe location prior to beginning the checks. Do not cross between motors/locomotives to perform the checks. Be alert to traffic in the area. Maintain three points of contact at all times when entering or exiting the equipment. Prior to starting the equipment to perform any of the checks ensure that all personnel are in the clear.

Title: Rockduster SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Filling Tanks: Examine the work area for loose materials from the roof or ribs. Examine the walkway for potential slipping/tripping hazards. Ensure all valves and switches are in the correct position and operational and labeled.  Examine gauges for damage and proper operation. Utilize proper body positioning and safe lifting techniques. Use radios for effective communication between co-workers. Follow site specific guidelines for filling of tanks and unclogging lines. Ensure that all whip checks are installed on hoses prior to operation. Examine hoses, couplers and connections for defects or damage. Ensure that hatch gaskets are free from defects and seating issues prior to pressurizing tanks. Scale loose roof and ribs as necessary. Remove potential slipping/tripping hazards prior to beginning task. Compressed are is free air that has been squeezed together to provide energy capable of doing work. Ensure that the tanks, hoses and lines are depressurized prior to opening any lids or fill line. Gauges must not be relied upon to determine if stored energy has been released. Ensure that any potential stored energy has been released to atmosphere. Ensure that all persons are in the clear. Always notify anyone in the affected area of your intentions. Do not overfill tanks.   Applying Rockdust: Examine the work area for loose materials from the roof or ribs. Ensure all hoses connections are proper prior to pressurizing the system. Remove potential slipping/tripping hazards prior to beginning task.  Ensure that all persons in the affected area have been notified.

Title: Rockduster SAFE WORK INSTRUCTIONS KEY POINTS SAFETY PRECAUTIONS Applying Rockdust (cont’d): Utilize radios for effective communication between co-workers. Utilize proper body positioning and safe lifting techniques. Ventilation controls must be re-established to there original position. Maintain hoses free of holes or damage. Hearing and dust protection are recommended during rockdusting. Diesel equipment is not permitted to be operated unattended. Utilize blue flashing lights when working near the haulage to alert others of work taking place. Parking: Whether temporarily or permanently parking the equipment the engine must be shut off. Ensure that the equipment is parked in a safe location and is properly secured against movement. Ensure that all chains used to secure equipment are of adequate size and strength. Diesel equipment cannot be left unattended with the engine running. All chains used to secure equipment must be approved by site management. Verify all chain connections.
