training frontline functionaries of rural local bodies and village based institution in Tamenglong,Churachanpur and Bishnupur districts of Manipur. Under Department of Personnel and Training, Government of India’s (Intensive training programme for the year 2011-2012 &2012-13

BACKGROUND Autonomous District Councils (six in numbers) have been elected after a gap of 20yrs in the hill districts of Manipur and large- scale devolution have taken place. with the 73rd and 74th Amendment of the Constitution, significant powers have also been devolved to the Rural and the Urban local bodies The State Government felt that facility of ITP shall be utilized for: 1) Strengthening Local governance 2) Capacity building of Local bodies for delivery of public service. 3) enable public participation for effective service delivery 4) Planning for capacity building of local communities/PRI’s/ ADCs

OBJECTIVE AND SCOPE To fill up the capacity gaps ,State Government ,through the State Training Academy of Training, has accessed DoPT’s Intensive Training Programme facility , to help fill capacity gaps of: 1. Local Bodies: Autonomous District Councils & village authority , Zila Parishads, Gram Panchayats and Urban local Bodies 2. Local level institutions of community participation - for delivery of National Programmes (Village level School management course, Hospital management course, Village Vigilance Committee etc.) It is planned to take this up by training of frontline functionaries (district and sub-district level down to village –level) of the identified local institutions. This Intensive Training Programme is planned to take up in States in phases covering up 3 districts (Tamenglong ,Churachandpur and Bishnupur),and an urban local body in Imphal Districts has been chosen for training under ITP. Drawing board to filling final Programme report to DoPT is expected to take 18 months

EXPECTED PROGRAMME OUTPUT Create permanent local resources and assets of capacity building Produce locally appropriate training materials Build up a body of trainers within relevant organizations as long term resources Train all elected and appointed functionaries of the local bodies,as well as of Village level institution of governance,related to specific flagship programmes. APPROACH TO TRAINING i. Decentralized, with local resources, and inclusive, to build local ownership. ii. Building training capacity in districts, and deliver those locally. iii. To the extent possible, use local resources (resource persons, training material) iv. Targeted audience as equal partners in the training process: plan, prepare and deliver the training.

Subject focus on developing institutional capacity Public service, Good Governance, Accountability, Transparency, Right-based approaches to development; Result orientation, Performance management, Community monitoring tools. Office management, organizing meetings and record keeping, project planning, execution/management and reporting; Financial Management, Procurement Management, Human Resource Management, Audit etc Team building, Collaborations, Consultations, Negotiations. Specific Inputs: Good Governance I. RTI Act,2005 ii.Greivance,Redressal,Mechanism,Social Audit of elected and appointed officials iii.Norms for major financing Programm iv.Power – Responsibility v.Preparation of DPR/working Plans Office Management i. Service Rules(Pension, General finance Rules, Account book keeping, Procurement/Funding ii. General office management ,conducting meeting, record keeping iii.DFR Rules

Intensive Training Programme - Manipur Proposal Budget Proposed - 112 Lakhs Sanctioned Amount - 30 Lakhs SAT, Manipur had proposed ITP for 3Districts & 2 Urban Local Body. It is proposed that all the districts may be covered within the proposed outlay.
