1 Social Audit & MGNREGA Meghalaya Venue : C & AG, New Delhi Date : 10 th March 2015

2 STATE LEVEL A dedicated Society, State Rural Employment Society, under the Chairmanship of the Chief Secretary oversees the implementation of the MGNREGA at the State level. The day to day affairs are managed by the Principal Secretary as Mission Director and assisted by an Additional Mission Director along with dedicated team of professionals drawn from various academic background. BLOCK LEVEL The Block Development Officer is the Programme Officer who is assisted by dedicated officers and is responsible for the implementation at the Block level. There are 39 Blocks in the State. DISTRICT LEVEL The Deputy Commissioner is the District Programme Coordinator responsible for the implementation of the MGNREGA at the District level. There are 11 Districts. Institutional arrangement

3 VILLAGE LEVEL Meghalaya, not being under Part IX of the Constitution, has created Village Employment Councils (VECs) at the village level for the implementation of the MGNREGA Each VEC is comprised of two members from each Household that is registered under the MGNREGA There is a Programme Implementation and Execution Committee (PIEC) within each VEC that is headed by a Chairman assisted by a Secretary and a woman member. Several other Committees include Social Audit Committee, Village & Monitoring Committee are under the VEC. The PIEC is entrusted with the responsibility of record maintenance, supervision, work site management, communicating with the Block officials. The PIEC members are provided with adequate training. There are 6083 VECs in the State

4 Current Social Audit Process in Meghalaya Since inception, the Social Audit has been facilitated by several NGOs. These are engaged by the respective DPCs as it is easier to identify them based on their local presence, background & experience. A MoU is signed between the DPC and the facilitating NGO for engaging them in the Social Audit process. The NGO is given the responsibility to gather all relevant records pertaining to the implementation of the projects from the Blocks and VECs. Accordingly, the projects undertaken in each and every VEC has to be audited by the facilitating NGO and reports placed in the SA Forums The NGOs engaged by the various Districts are 26 in number The payment for the NGOs is met from the 6% administrative expense placed with the DPC

6 Social Audit Impact in Meghalaya In the state of Meghalaya, Social Audit have been imposed by the Government through the MGNREGA. This is a first of its kind. It has had a huge impact in the state as per the instruction from the MoRD for the conduct of Social Audit under MGNREGA since 2009. The awareness for rights and entitlement has increased not only on MGNREGA; it has open the doors for dissemination of information on other state and central schemes as well as funds & grants. The MGNREGA and the RTI Act has altogether made people more alerts and aware of rights and entitlements a as well as participation and empowerment. Recovery of misused and misappropriate of funds. Strengthening of implementation of the MGNREGA Building the capacity of the Functionaries Participative Approach in Planning, Implementation & Monitoring

7 Social Audit - Plan of Action The setting up of the Social Audit Unit (SAU) is in process Preparation of Schedules- Preparation of Modules under the training manual & Customization of these Modules as per the local departments. Capacity Building of the SAU at all levels by end of FY 15-16 : It would be reasonable to ensure that capacity building should be done at regional level or TOT at the state level. Capacity building to be done once after every 3 months and thus ensuring on building the SAU institutions across the State, District & Village Level.
