3 SECTION ONE Purpose, Scope, Basis and Definitions
AND SCOPE Define and describe the Working Principles of the ECO-RCC Member States agreed to establish the ECO-RCC for Implementation of the ECO/FAO Regional Programme for Food Security in Ankara, Republic of Turkey. BASIS

Composed of Consult with RCC Organizational Structure Regional Programme Coordinator Technical experts Support staff Programme Steering Committee National Focal Points Secondments of technical experts from other ECO Member States to RCC are possible, provided that salaries, benefits, and travel expenses of such personnel during the period of the secondment are paid by their respective countries and that such requests are within the capacity of the RCC’s resources.

PROGRAMME STEERING COMMITTEE (PSC) main decision body composed of country representatives one member nominated by each Member State shall convene under the chairmanship of the representative of the coordinating country. A representative from FAO, a representative from one of the donor organizations and a representative from each International Organization significantly contributing to ongoing projects may attend the PSC meetings as observers without having the right to vote Each member of the PSC shall have one vote. Decisions shall be adopted by at least half of the total number of the PSC members. In case of equal voting, the chairman shall have the deciding vote.

Duties and Responsibilities of PSC National Focal Points (NFP) Budget of RCC The PSC shall determine the working priorities and principles of RCC, develop and direct policies and guidelines concerning the implementation of RPFS, monitor and evaluate the activities of RCC. Each ECO Member State shall appoint a high level technical person as NFP. The NFP shall be the authorized and responsible person to be contacted by RCC. Operational costs of RCC provided by the FAO-Turkey Partnership Programme Expenses of projects and activities are expected to be covered by the Member States and donors.

9 SECTIONTHREE Personnel
Regional Programme Coordinator (RPC) coordinate, manage and monitor the activities and work plan convey information to the PSC conduct visits to ECO Member States and potential donors and support the ECO Secretariat initiate activities such as workshops, seminars, study tours and other similar activities be responsible for the organization and reporting of the PSC meetings convey activity reports to ECO Council of Ministers be responsible for the fulfillment of the tasks, responsibilities and competence The RPC shall be appointed by the Ministry for a three year term. At the end of his/her term, current coordinator shall remain on duty so long as the new coordinator is appointed by the Minister. The RPC shall be liable to the Ministry in terms of the employee rights and shall report to the PSC in terms of the activities of RCC.
