Stakeholder Consultation ‘Call for Proposals’

Background – 2 stage project A stakeholder consultation on the development of a Greater Manchester Wide on-line resource for employment and support To be utilised by Young People, Employment Support services and all 10 GM Local Authorities Followed by research and recommendations on how this could be provided.

Stage 1 - Who can apply? Organisations that can demonstrate: How to work with all GM Local Authorities Links to employment support organisations Experience of work with Young People How to link to Employers Experience of work with Youth Organisations Knowledge of Greater Manchester Combined Authority

Stage 1 requirements Evaluate the need for a GM wide resource What type of online/digital employment and support resource? Current Views on existing Opportunities Hub resource

Stage 2 - Who can apply? Organisations that can demonstrate: An IT user experience consultant not only a developer Capable of drawing together stage 1 report and the technical specification Recommendations for implementation of a new resource with potential costs

Stage 2 requirements IT user experience specialism Production of technical specification for new resource IT user experience specialism Specification to include all design costs for a new resource

Proposed Outcomes Consultation with all stakeholders Whether current resource is ‘fit for purpose’? What type of resource is needed and how it would be developed? To advocate for the merits of a GM wide resource Production of a executive report to specify all the research and recommendations

Partnership approach We welcome proposals from organisations that can demonstrate specialisms linked to both stages We may consider brokering a partnership following commissioning evaluation Any existing partnerships or capacity to deliver both stages would be advantageous

Contracts available, size and duration Maximum value £30,000 (combined) September 2017 – Mid January 2018 £30,000 inc VAT Value is for the overall stage 1 and stage 2 outcomes

Commissioning Timeline 7th July 2017 Commissioning documents launched 27th July 2017 Commissioning briefing event 11th August 2017 - 12pm noon Deadline for submissions 14th August - 25th August 2017 Proposals scored by Commissioning Panel 25th August 2017 Notify bidders of commissioning scoring outcome/shortlist 25th August - 11th September 2017 Shortlist meetings, due diligence and contract decision 11th September 2017 Contract award and negotiation period 19th January 2018 Production of final report and recommendations

Proposal scoring criteria Failed to meet any of the requirements. An unacceptable response with serious reservations. 25 A Poor response with reservations. The response lacks convincing detail with risk that the proposal will not be successful in meeting all the requirements.. 50 Meets the requirements – the response generally meets the requirements but lacks sufficient detail to warrant a higher mark. 75 A good response that meets the requirements with good supporting evidence. Demonstrates good understanding. 100 An Excellent comprehensive response that meets the requirements. Indicates an excellent response with detailed supporting evidence and no weaknesses resulting in a high level of confidence

Price scoring criteria Value form money Marking scheme: The maximum mark available for Price will be 100. This mark will be awarded to the lowest priced Potential Provider. Remaining Potential Providers will receive a mark out of this maximum mark on a pro-rata basis development dependant on how far they deviate from the lowest price. The calculation that will be used to determine marks is as follows:   Score = Lowest Tender Price x 100 (maximum mark available) Tender Price Please note that any proposal value that exceeds £30,000 (inclusive of all incidentals and VAT) will be disqualified from the commissioning evaluation process and therefore be unsuccessful.
