1 EASTERN MUNICIPAL WATER DISTRICT Temecula Valley Regional Water Reclamation Facility 23-MGD Expansion Project Joe Mouawad, P.E. Senior Director of Engineering December 16, 2015

2 Background Plant 3 will be constructed using a Membrane Bioreactor (MBR) with equipment provided by GE Process & Water Technologies (GE) Project adds 5-MGD of treatment capacity increasing TVRWRF capacity to 23-MGD Additional improvements include:  A new chlorine contact basin;  Electrification of tertiary effluent pumps;  Digester gas compression facilities;  Upgraded plant-wide fiber optic cable;  Replacement of Plant 1 primary covers; and  A new SCE 33 kV power distribution line to the facility. Capacity provided by this project may be needed as early as December of 2019 TVRWRF PLANT 3

3 Project Activities Pre-negotiated MBR equipment package with GE in the amount of $6,258,673 subject to price escalation using market indices after March 31, 2016 (Board authorized on February 5, 2014). Competitively advertised and awarded 3 rd Party Construction Management Services (CMS) contract to Vali Cooper and Associates (Board authorized on January 7, 2015). Completed State Water Resource Control Board, Proposition 1 Water Recycling Fund Program application for up to $15-million of grant funds and a low interest 1-percent 30-year term loan for the balance of project cost from the Clean Water State Revolving Fund. Completed 100-percent design and contract documents and advertised the project on July 1, 2015.

4 Advertisement and Bidding Public bid and advertisement on July 1, Bid documents: 325 sheets of Drawings and Specifications. Conducted a mandatory pre-bid job walk attended by 10 General Contractors on July 9, Issued a total of five addenda and addressed over 640 contractor questions related to the project contract documents. Bid opening occurred on October 20, A total of eight bids were received. Bid review conducted by staff including receipt of Disadvantaged Business Enterprise (DBE) Good Faith Effort packages.

5 Bid Results Apparent low bidder was Archer Western Construction, LLC of San Diego, California. Bid in the amount of $71,967, 659. Engineer’s Estimate is $73,112,565. A value within 1.57 percent of actual bid. Archer Western Construction, LLC’s bid was deemed responsive by the District and satisfied the DBE Good Faith Efforts. Contractor’s bid remains valid for 120- days from bid opening (February 16, 2015).

6 Engineering Support Services CH2M Hill previously selected via competitive RFP process for design of TVRWRF expansion. Engineering Services During Construction (ESDC) negotiated contract includes: o Submittal reviews, o Responses to RFIs, o Change order review, o SCE Coordination, o Record drawings preparation, o Startup assistance, o Post construction assistance, o Preparation of Operations and Maintenance (O&M) Manuals, and o Project Management for 30-months of construction. Contract in the amount of $3,598,938.

7 Funding State Water Resource Control Board, Proposition 1 Water Recycling Fund Program. Grant funding potential of up to $15-million of project costs. Balance of project cost to be funded by Clean Water State Revolving Fund low 1-percent interest 30-year term loan. Anticipated Agreement: February 2016.

8 Schedule Board Award December 16, 2015 Notice to Proceed (NTP) TBD* Contract Duration 1200 Days * Upon execution of funding agreement with SWRCB a NTP will be issued to the Contractor.

9 Recommendation Approve and authorize the following: 1.Execution by the General Manager of the District's standard form of contract with the lowest responsive bidder, Archer Western Construction, LLC, in the amount of $71,967,659; 2.Rejection of all other bids received under Specification No. 1197S, except the second lowest responsible bid; 3.Execution by the General Manager of the District's standard form of contract for Engineering Services During Construction (ESDC) with CH2M Hill, in the amount of $3,598,938; 4.Administrative Award and Execution by the General Manager of the District’s standard form of contracts with the necessary consultants and suppliers for engineering support during construction and implementation of the Temecula Valley Regional Water Reclamation Facility 23-MGD Expansion; and 5.Additional appropriation of $89,518,163, which brings the total estimated project cost to $99,230,001.
