1 Mid Day Meal Scheme Ministry of HRD Government of India PAB-MDM Meeting – Chhattisgarh On
Review of Implementation of MDMS in Chhattisgarh (Primary + Upper Primary) ( to ) Ministry of HRD, Govt. of India
Issues Delay in the release of funds to schools NABL denied to test the cooked mid day meal. Less coverage of working days (9 Days) Mismatch in the MIS data and AWP&B data.
Observations of the Monitoring Institute Interruption in the serving of Mid Day Meal in 10-15% school In Bemetara and Balodabazar districts. Delay in the delivery of food grains in 50% sampled schools in Baloda Bazar, Bemetara, Durg, Kabirdham (Kawardha), Kanker and 40% sampled schools in Kondagaon, Korba, Korea, Mungeli and Narayanpur In majority (2 out of 5) of the districts monitored by MI it is reported that the quality of rice is not good. ‘A’ grade rice is not supplied to MDM of schools. Delay in the payment of remuneration to cook-cum-helpers was quite delayed i.e. 3-6 months.
Cont… The Monitoring Institute has visited two centralized kitchens, in Balodabazar & Durg and observed that the centralized kitchens are supplying hot cooked meal to the students but menu of the centralized kitchen, Durg is not suitable to the local community food habits and most of the children are not eating properly. No monitoring and supervision of centralized kitchens by the officials of School Education Department in the two centralized kitchens. In majority (56%) schools the food grain is being stored in class rooms only. The storage of food grains is found to be un-hygienic.
Release of State funds in the beginning of the financial year. e-transfer of funds to cooking agencies. Additional contribution of Rs.200/- by State. More contribution against State share for cooking cost both in primary and upper primary Empowering women by engaging Women SHGs under Mid-Day Meal Scheme in rural areas. 21 points instructions painted on the wall of the school for Emergency Plan along with important telephone and mobile numbers for contact during any untoward incident.
