3 Best Practices On the initiative of Co-operative Department. Vegetable growers cooperative societies are being tagged with schools for regular supply of fresh vegetables. Effective management of MDM through Bal Sansad (Child Cabinet) Multiple taps attached with the hand pump have been provided for hand washing in few schools. Dining halls have been constructed in 11 schools in Gumla district and 42 upgraded middle schools in Latehar district under Integrated Action Plan (IAP). State Govt. contributes more than minimum mandatory state share for cooking cost both in primary (Rs. 1.00) and Upper primary (Rs. 1.50) A system in SMS based monitoring in Dhanbad district Ministry of HRD, Govt. of India

4 ISSUES Low coverage - Only 55% enrolled children in Primary and 53% enrolled children in upper primary are covered. Delay release of funds from State to Block level – (JRM) Less utilization of food grains (61%) and cooking cost (62%). Delay in deliver of cooking cost and food grains in some of the visited schools by MI Delay in payment of cook cum helpers and poor utilization of honorarium to cook cum helpers (60%). – (JRM & MI) Very poor utilization of MME fund (only 21%) and poor inspection of schools (45% of the existing institutions). Poor utilization of Transport Assistance (7%). Food grain is not delivered up to school level- JRM 74% construction of kitchen cum stores. Delay in payment to FCI Poor convergence with the Health Department in the implementation of School Health Programme (SHP) – JRM & MI Poor maintenance of records – JRM & MI Ministry of HRD, Govt. of India

15 PROPOSAL FOR COOK-CUM-HELPERS
PAB Approval For Engaged during Cooks to be engaged ( ) 85066 81891 85066* (No addl.) *PAB MDM has approved cook cum helper for primary and upper primary. Although State has engaged cook cum helpers during Therefore there is already gap in engagement of 3175 cook cum helpers. 27 Other Issues The State Government has covered 270 more primary institutions and 48 more upper primary institutions than the PAB MDM approval. The State Government has not taken any formal approval from GoI for this purpose. Therefore post facto of approval of PAB MDM is solicited Reply for 5 complaints are still awaited from the State Govt. Type of complaints- 1 irregularity, 1 poor quality, 3 Corruption Ministry of HRD, Govt. of India

Plan should be approved by SSMC Meeting Approved by Chief Secretary, Govt. of Jharkhand 100% payment of honorarium shall be made to cook cum helpers up to December 2013 no 100% payment of cost of foodgrains shall be made to FCI upto 31st December 2013 69% Separate and detailed MME plan.
