3 Issues Ministry of HRD, Govt. of India 3  Less utilization of cooking cost (35%), honorarium to CCH (32%), MME (22%), TA (44%).  Huge mismatch (23%) in utilization of food grains (58%) and cooking cost (35%).  Insufficient release of State matching share in cooking cost and honorarium to cook-cum-helpers.  Delay in release of funds (5 months).  Very slow progress in construction of kitchen-cum-stores (69% completed). Only 739 constructed during 2014-15.  Slow progress in procurement of kitchen devices (28% procured, rest in progress)  Less coverage of working days in Upper Primary (155 out of 168)  Huge pendency of FCI bills (only 31% paid).  Poor coverage under School Health Programme/RBSK (health check –up of only 21%)

4 Best Practices Ministry of HRD, Govt. of India 4  Provision of MDM calendar to schools and offices of Education Department with the information like suggested menu, calorie chart, norms with respect to all components.  Practice of group hand-washing before Mid-Day-Meal has enhanced enrolment and retention of children in schools vis-à- vis reduced the diseases like diarrhea, skin disease  State has promoted Kitchen Garden in schools with the help School Management Committees
