Review of Implementation of MDMS in UTTAR PRADESH (Primary + Upper Primary) ( to ) Ministry of HRD, Govt. of India

ISSUES by Appraisal of AWP&B  AWP&B Plan not yet submitted by the State through MIS-MDM web portal. MDM-MIS with IVRS is not open for Stakeholders. Since last two years it is password protected..  Persistent Low Coverage of children in Shravasti (65% non Coverage in Primary and Upper-Primary). Lowest coverage in Muzaffarnagar (68% non coverage) in Upper Primary. (JRM also reported for Shravasti).  Severely malnourished children in UP. 31% of the boys and 21% of the girls in the surveyed districts of UP by JRM. Coverage under School health programme only 59%.  In 8697 Govt. Aided Schools, State has not provided Kitchen cum stores  In 10 districts very less Utilization of Funds for payment of Honorarium to CCH upto 30% only till December In Hapur 0% utilization of Honorarium to CCH. Irregular payment ranging from 3-4 months reported in Firozabad, Mainpuri, Jhansi, Banda, Kaushambi, Jaunpur and Aligarh districts. (MI)

Best Practices  Real Time Monitoring through Interactive Voice Response System (IVRS) to supervise the M.D.M. program implementation at school level on day to day basis.  Web Based Management Information System : through which reporting is done by the each and every district on monthly basis on the given prescribed format of QPRs by Government of India. All these reports are automatically compiled at the State level and generate the reports as required by the MDMA officials to analyse the information.  Web based system for monitoring Payment to FCI and lifting agencies  System of online budget allocation and e-payment : State Govt. has opened Madhyan Bhojan Nidhi for all the schools in the nearest CBS branches. Payment of honorarium to cook-cum-helpers through e-transfer to their accounts.  e-Communication All communications including GOs and MDMA circulars, fund and foodgrain releases are sent through s to District Magistrates, AD Basic, BSAs and officials of the MDMA at Division and District level.  Stakeholder Training and Capacity Building is being regularly done.

Findings of Interim Report by MIs  Interruption in serving of MDM in 9 schools in district Mujaffarnagar due to non availability of cooking cost. Mid Day Meal was not served in the schools namely Chandpur Tagan, and Sahojini Tagar – II since, December,  Irregular serving in one upper primary school (UPS Ishapur, Jaunpur city) as meal was not served for 10 days in the month of November, 2013 due to non availability of fuel and other material and 02 primary schools in district Aligarh.  In Muzaffarnagar 75% visited schools and in Bijnaur all the visited schools have not received cooking cost in advance.  Releasing of cooking cost is a problematic area in Mujaffarnagar district This has resulted in discontinuation of MDM in few schools and some times delayed by 2-3 months.  The remuneration paid to cooks/helpers has found to be delayed by 3 to 4 months in majority of the sample schools in Firozabad Mainpuri Jhansi Banda Kaushambi, Jaunpur and Aligarh districts)

 In Bijnaur buffer stock was not maintained in any of the visited schools and in district Aligarh, the buffer stock for one month was not found available in about 50 percent of the schools  In Muzaffarnagar in 25% visited schools and in Bijnaur in 15% of the visited schools there was no safe cooking as the meals were either cooked in open or the makeshift kitchen very near to the classrooms.  Kitchen-cum-store was not available in 6 upper primary schools in Kaushambi and in 6 upper primary schools in Jaunpur  Health cards of the children were not maintained in 4 schools in kaushmabi and 4 schools in Jaunpur and the health of children was not checked in 5 primary schools in Kaushambi and in Jaunpur in 4 schools.  There was no toilet in 3 primary schools and in one upper primary school in Jaunpur Conti….

ISSUES reported by JRM  Poor nutritional status of Children: Nutritional status of children is very poor in Shravasti. Severely malnourished (BMI below-3SD). 31% of the boys and 21% of the girls in the surveyed districts of UP).  Low coverage of children: on an average 44% of children availed MDM against enrolment In Shravasti 37% and in Sitapur 51% children availed MDM against enrolment.  Huge Disruptions in serving of MDM:  In the months of March, April and few days of July 2013 due to non supply of food grains by Village Pradhans in district Shravasti.  In the District in most of the schools of Ikona Block and Hariharpur Rani block, MDM was served for 150 days as against the approval of 234 days during  There was also misappropriation of Food Grains by Village Pradhans which led to the disruption  No record of Food Grains: maintained by Pradhans in Shravasti.

Cont..,  Poor Inspection and Lack of Community involvement:  There is practically no inspection by block and district level authorities on availability of food grain, cooking of MDM  Lack of security in the schools: Cooking devices, Plates fans are stolen frequently..  Lack of eating plates. Insufficient water facility and Unhygienic Toilets:  State Government has a Toll-Free Number for registration of complaints regarding the implementation of scheme. Toll- Free number was not found to be displayed on the prominent wall of the schools in both the districts.

District issues raised by JRM  In Shrawasti out of 227 children, 50 per cent children were normal and 50 per cent were moderately and severely undernourished in primary schools. In upper primary school of Shrawasti district, incidence of under nutrition was higher i.e. 63 per cent. Proportion of under nutrition was higher among upper primary schools showing continued malnutrition with increasing age.  In Sitapur district similar trend was observed in primary school i.e. 52 per cent were normal and 48 per cent were having moderate and severe under nutrition, respectively. The condition in upper primary school was better in Sitapur district as the percentage of normal children was 54 per cent and about 46 per cent were undernourished.
