3.0 PROJECT PROPOSAL DESIGN AND FORMULATION Project design consists of two elements: Project planning - formulation of project elements Project proposal writing - converting the plan into a project document

3.4 Problem Tree The problem tree is a powerful tool for analyzing the causes and effects of the core problem. It is also a useful means of presenting the problem statement in summary visual form

4.0PROJECT PROPOSAL A project proposal is a detailed description of a series of activities aimed at solving a certain problem. A winning project proposal requires careful project planning and design Project proposal is used to seek project funding or approval

4.1Components of Project Proposal Project proposal should provide explanation of: Executive summary Project background (the problem) Project goals and objectives Project beneficiaries and stakeholders Major activities and schedule Methodology Resources required Human Financial (Budget) Material and Equipment The organization profile Monitoring and evaluation

4.2.1Executive Summary The summary provides information about the major points of the project proposal The summary should be brief and should include Problem statement Project goals and objectives Beneficiaries Project activities and deliverables Implementing organization Total project budget

4.2.2Background and Problem Statement History of the proposed project Problem statement The background of the proposal should also be brief

4.2.3Situation Analysis Analysis and forecasting of situation: Relevant policies and programs Target population Social-economic and cultural factors Persons and group related to the project Problem statement Analysis and review of major gender concerns

4.2.5Project Objectives Project Goal Projects objectives Results or outputs

4.2.6 Project Strategy Intervention method to the problem It includes: Design criteria Strategy components Schedule and assignment of major activities Resource requirement Management system for project implementation

5.Logical framework The Log Frame is a visual presentation of the major elements of a project It is presented in a matrix format. Log Frame provides a summary in terms of: Objectives (overall goal, purpose, results activities) Objectively verifiable indicators Sources of verification Important assumptions

6.0 PROJECT EVALUATION Evaluation is the process of determining the value or the achievement of project goals or objectives It involves gathering and analyzing information to determine: Whether the project is carrying out its planned activities The extent to which the project is achieving its stated objectives or goals.

6.0 PROJECT EVALUATION Project evaluation is carried out periodically, midterm or at the end of the project. Project evaluation can be done internally or externally Elements that should be evaluated include: Progress in the work plan Achievement in objectives or goals Impact of the project or cost effectiveness of the project.
