5 5 1.2.WHAT IS A GOOD PROJECT ? HOW TO GUARANTEE THE QUALITY OF THE PROJECTS ? Quality is “the aptitude of a product or a service to satisfy the needs of its users”. Quality assurance is “all pre-established and systematic action designed to give appropriate confidence in the fact that a product or a service will satisfy given requirements relative to quality”. Quality is never reached/achieved. It is an objective.

7 7 Quality approach of HI In the case of HI development projects, quality assurance is guaranteed by respecting : 1)Approach taking account of local stakeholders and beneficiaries (their needs and their rights). 2) Assurance quality recognized criteria. 3) Specific concept and tool : the project cycle. 2.WHAT IS A GOOD PROJECT ?

The Rights based approach : is not contradictory with the Needs based approach, but brings an added value through : - a systematic reference to the Rights of the Persons, - the notion of responsibility or accountability, - empowerment, - participation, - non-discrimination and attention to the most vulnerable groups

QUALITY CRITERIA CASE STUDY – STEP 1 Since 3 years, HI supports a rehabilitation centre through capacity building activities, technical training, equipment provision and infrastructures rehabilitation. That 5 year-project will allow 1 000 persons in disabling situation to access prosthesis/orthesis and an individual accompanying for better inclusion in the society. After 3 years, only 150 persons benefited from the project. 2.WHAT IS A GOOD PROJECT ?

12 12 STEP 2 A more accurate study of the requests of disabled persons, after 3 years, underlines in particular their expectations in terms of social activities and employment. Physical rehabilitation comes at the fifth place. A study on the beneficiaries of the project shows that most of them live near the centre, and that persons living in remote/enclosed areas do not have the possibility to reach the centre, because of the lack of accessibility and because of the cost of transportation. 2.2. 14 14 STEP 3 After 3 years, HI considers withdrawing. The centre cannot be financially viable because of the very limited number of clients and the limitation of their financial resources. The Ministry and local authorities don’t have the financial resources to compensate the withdrawal of HI. The professionals of the centre are already looking for employment with international organisations and NGO’s. 2.2. QUALITY CRITERIA CASE STUDY

16 16 STEP 4 A majority of disabled persons do not know that the centre exists. Only 3 beneficiaries found a job thanks to the support they have benefited. Some of the 150 beneficiaries have decided to form an association with persons having not access to the centre. They demand equal access for all. 2.2. QUALITY CRITERIA CASE STUDY

Evaluation of operations Definition The purpose of evaluation is to make an assessment, as systematic and objective as possible, of an ongoing or completed project, programme or policy, its design, implementation and results.
