REDWOOD CITY SCHOOL DISTRICT Educating Every Child For Success Local Control Funding Formula (LCFF) Presentation Fall

Reason for Meeting  About RCSD  What is the Local Control Funding Formula (LCFF)?  What does LCFF mean for RCSD?  What is the Local Control Accountability Plan (LCAP)  What the next steps for RCSD? 2

About RCSD  Serves about 9,000 students in Redwood City Portions of San Carlos Menlo Park Atherton Woodside  16 schools 14 elementary 2 middle schools  About half of students are English language learners  More than half of students qualify for free and reduced lunch 3 First RCSD School, circa 1895

A District that Perseveres Lowest funded District in area About $15 million in cuts since Serving more students with less resources Increased class sizes, eliminated programs, staff reductions, no raises for staff 4

And yet.... heart, hope, optimism 5

Award Winning Schools and Staff 3 California Distinguished schools National Blue Ribbon School Golden Bell Award Kent Awards Teacher, Principal, Superintendent of the Year Rising test scores: Academic Performance Index (API) up dramatically in 10 years 6

What is Local Control Funding Formula (LCFF)? New law signed by Governor Brown in June 2013 Changes allocation Greater weight: – High numbers of students in poverty – English Language Learners – Foster students Requires Districts to align budget with LCFF priorities Local Control Accountability Plan (LCAP) 7

LCFF: Opportunity, but... Chance to reboot, rebuild and redefine RCSD values But, it is not perfect 8

Media Headlines Suggest... California has “fixed” public education Public schools finally have enough money Districts like ours are getting a lot more money 9

LCFF Reality  Does not increase overall level of spending  Does not restore schools to spending until at least 2021  Affected by California economic performance (impacts path to target)  Prop 30 expires before target spending is reached in

LCFF Reality Does not significantly raise California’s low ranking in per-pupil spending: – On average, Calif. per pupil spending Is $2,475 less than the rest of the nation (Source: California Budget Project, “School Finance Facts”, October Does not remove regulatory and reporting requirements to county and state RCSD still does not have actual numbers for

What does LCFF mean for RCSD? Changes how we receive and spend money Big transition Opportunity to define values and spending priorities 12
