District Responsibilities Districts Minimum Standards

Growth Growth plan for 3 year period: Achieve net growth over a 3 year period Achieve an annual Exchange Club membership growth of a figure to be determined by the board.  (Currently 3%) Minimum members in a district: 300 (non-Excel or Collegiate) by June 30, 2020 Minimum clubs per district: 15 Growth

Leadership Development Develop a 3-year leadership plan of succession District board members attend all district meetings. 33% of clubs attend district conventions/conferences. Majority of club presidents-elect receive leadership education, i.e. Exchange University or other training. Majority of district board receive leadership training. District president attends National Leadership Summit. District president-elect attends Mid-Year Leadership Summit. District president and president-elect attend National Convention. Service Programs Programs of Service and National Project 33% of a district’s clubs earn the National Service Award. 50% of a district’s clubs participate in prevention of child abuse projects. District develop an awards program that recognizes exemplary and innovative activities of the district’s clubs. Service Programs

Training Quality educational opportunities District and club officers complete Exchange University modules. Provide consistent and meaningful district and club officer training opportunities. Provide Exchange education programs. Training

Administration and Finance Hold at least 3 board meetings that are attended by a majority of district board members. Prepare and approve district’s annual operating budget by July 1. District president files timely monthly reports. Annual audit of district financial records completed by October 31. District newsletter published at least 3 times each year. Have you submitted a progress report to Exchange’s National Headquarters, along with an action plan to The National Exchange Club Board of Directors? Has your regional vice president reviewed your growth plan and given feedback and assistance? Has your district board committed to meeting at least the minimum standards each year? Are the District Minimum Standards on your board agenda for each meeting, and are updates and progress discussed? Growth: have you considered merging with another district, within the district or growing Exchange within your district? All district goals should be achievable and realistic. Exchange’s National Board of Directors implemented these standards in 2015. Where are you? Districts will be held accountable for goals the minimum standards. Where are you?

Growth Do you have a 3-year growth plan? Does your district have the members to meet the standards? Do you have the minimum number of clubs? What can you do? Set reasonable goals. Year-round recruiting, lifestyle prospecting, identifying community leaders and people with similar passion, market your clubs, use social media, and brainstorm. Have a district club building plan with a schedule for upcoming club building projects. Identify places in your area that need an Exchange Club. Find a key person to help charter a club and JUST DO IT! Growth

Leadership Do you have a leadership development plan in place? Do a majority of district board members attend meetings? Do 33% of clubs attend conventions and conferences? Do a majority of district club members complete training opportunities, i.e. Exchange University? Do a majority of district and club officers receive training? Does the district president attend the National Leadership Summit? Does the district president-elect attend the Mid-Year Leadership Summit? Do the district president and district president-elect attend the National Convention? What can you do? Easy: Provide educational opportunities at all conferences and conventions. Awareness of Exchange University. Provide funds for travel. District directors conduct training events in clubs or within their areas. Leadership

Service Programs Do 33% of clubs earn the National Service Award? Do 50% of the clubs conduct a prevention of child abuse projects? Do you have a district awards program? What do you need to do? Encourage every club to submit every project into the online database. Educate clubs and officers on the importance of submitting projects; teach them how to submit projects. Education What can you do? Do you provide opportunities for club and district training? Do you orient our new members? Do you provide training for our members? What can you do? Easy: Provide educational opportunities at all conferences and conventions. Awareness of Exchange University. Provide funds for travel. District directors conduct training events in clubs or within their areas. Education

Administration and Finance Do you hold 3 district board meetings each year? Do you have a district budget which is approved each year? Do the district president and district president-elect submit monthly reports? Do you have a district newsletter published 3 times/year? What can you do? Board develops the calendar for the administrative year. Board develops a balanced budget and receives approval. District president and district president-elect submit monthly reports; due by the 5th of each month. Assign a person to oversee the newsletter and source information. Include messages from district president, president-elect, and regional vice president. Administration and Finance
