Overview Today we are seeking an RTF head nod on the proposed direction for addressing delivery verification guidance in RTF measures. Reminder of the framework at the February meeting Discuss measure categorization into simple or complex Walk through two examples (one simple, one complex) Discuss suggestions for future spec revision and development 2

Background In June 2014: RTF adopted changes to the guidelines that require the RTF to “provide guidance on delivery verification.” (Roadmap, Section 3.6) – Emphasizes key data that needs to be collected In 2015: Starting to work on implementing this At February RTF Meeting: Reviewed proposed framework for moving forward (thanks BPA/Navigant/SBW!) – Capture guidance in summary sheet – Identify data needed for measure identifiers, savings baseline, and implementation or product standards (i.e. measure spec) – For measure spec: some measures are more complex with several requirements, so we need to focus on those that are deal breakers 3

Since February RTF CAT sorted through UES measures to define “simple” vs “complex” – Focused on measure specification as written – Simple: measure is subject to a single (or maybe two) criteria (ex: ENERGY STAR spec criteria) – Complex: measure is subject to multiple criteria (ex: weatherization specification) – Did not consider feasibility of collecting the required data (RTF is focused on the what, not the how) Identified whether there was any built in compliance assumed, and if so, what that was 4

The goal would be to collect all the delivery verification relevant information (i.e., what would a program need to check) into a single section on the summary sheet. We can work through the specifics as we do these.

This would point to a refined measure spec, as discussed on Slide 7.

Insights Gained This process provided good insight on how the RTF can improve measures specifications in the future. Staff recommends the following approach, unless there are objections: Keep measure specifications concise and include only those specifications that impact lifetime savings Include recommendations on safety concerns or practices that lead to more reliable savings in workbook, but not as part of measure spec to clarify they are not required to achieve savings When leveraging ENERGY STAR, CEE Tiers, or similar: – Measure spec should specifically define the requirements related to lifetime savings, not the label (ex: IMEF values, not CEE Tier 1) – As appropriate, use ENERGY STAR or CEE specification in situations where it eases ability to qualify products (ex: product standards that are otherwise difficult to verify) – If referencing ENERGY STAR and CEE specs, include the version number and effective date, respectively to provide clarity on time dimension 9

Insights Gained (cont) On a measure by measure basis, determine when compliance, storage, and removal rates should be built into the savings – Ex: include when savings claim and verification process is made easier by built in compliance rates (ex: estimated storage rates, billing analysis based savings) For “complex” measures, we will likely run into cases where some of the existing spec requirements are related to energy savings, but not significant enough to disqualify a UES claim – When this occurs, RTF will need to determine how to appropriately and consistently adjust the specification 10

Proposed Direction Unless there are objections from the RTF, the staff will: Do a first batch of a mix of “simple” and “complex” measures to fine tune and ensure consistency across measures – Use this to develop internal guidelines for remaining measures Once first batch is complete: – For new measures developed: Incorporate the DV table into the summary tab of measure workbook – For measures that sunset in 2015: Develop DV table and refine measure specification, as necessary, as part of measure review – For measures that do not sunset in 2015: Prioritize the existing measures (“complex” measures first) and work through the list to develop the DV table and refine the measure spec as necessary 11

Insight on Lifetimes Measure Lifetime: Measure lifetime is defined as the time to median failure/removal, so savings assumes some installations have been removed by this point – More of an evaluation question, as verification is about when the measure was counted – May be a challenge when verification requires inspection, although outside of RTF role 13
