1 Oregon ENERGY STAR Homes Measure Update Adam Hadley Regional Technical Forum March 17, 2015

2 Overview Today, we are seeking an RTF decision to update the measure definition, savings, cost, and sunset date for the Oregon ENERGY STAR Homes UES Measure. The measure was last updated April 2014. The current sunset date for the measure is April 2015. – Reason for this date was the anticipation of the new Federal Standard for water heaters Need to update savings to reflect new federal standard Oregon adopted a new code on October 1, 2014.new code – Minor updates No changes are necessary to RTF’s assumed baseline ENERGY STAR has a new specification effective July 2014new specification – Spec removes from old spec “prescriptive pathway options” (ducts inside, equipment upgrade, envelop pathway) and removes BOP 2 (resistance path).old spec – Spec now has one prescriptive path (which includes ducts inside), with a focus on (RTF-approved) performance-based tradeoffs (via REM/Rate) Need to update measure definitions to match new specification 2

3 Two Updates 1.Removed efficient water heater savings to reflect new Federal Standard 2.Revised measure identifiers to reflect new ENERGY STAR specification – Measure Identifiers (heating and cooling zone identifiers remain the same): – Savings now based on the “Reference Home” (electrically heated, has ASHP, with ducts inside) 3 Existing ENERGY STAR Path: 1. Ducts Inside 2. Equipment Upgrade 3. Envelope upgrade 4. BOP 2 (HRV, Zonal electric) Htg/Clg System Type: A. Gas FAF with CAC B. Gas FAF without CAC C. Air Source Heat Pump D. Zonal electric resistance heat Proposed ENERGY STAR Path: 1. ENERGY STAR Home Htg/Clg System Type: A. Gas FAF with CAC B. Gas FAF without CAC C. Electrically Heated FuelNorthwest ENERGY STAR New Homes (Oregon) Federal Standard @ 50 gal (effective April 15, 2015) Electric ≥ 0.93 EF≥ 0.945 EF Gas ≥ 0.61 EF≥ 0.60 EF
