Residential New Construction Montana House: UES Measure Update Adam Hadley Regional Technical Forum April 14, 2015

Overview Today, we are seeking RTF approval of: updated measure specifications revised measure savings revised measure costs 2

Measure Overview Measure Specification (link to: Proposed Specification)Proposed Specification Construction of and installation of lighting and appliances in single family residences built in Montana in accordance with the Montana House 2 Program Specification. Measure DevelopersFlathead Electric, Ravalli Electric, Missoula Electric, RTF CAT ReviewAdam Hadley Tech Sub-Com ReviewD. Bopp, J. Maunder, D. Rogers, A. Hadley R&E Sub-Com Reviewn/a Notes June 2011: Measure approved (updated from the first MT House version) July 2014: Measure put Under Review, sunset set to October 2014 October 2014: Sunset date extended to April 2015 MT hadn’t yet adopted a new state code. (Montana adopted as its code the 2012 IECC with amendments in November 2014. link to summary)link to summary 3

Measure Specification Changes/Updates (listed in approximate order of impact on measure) Link to: Proposed Measure Specification, tracked changesProposed Measure Specification, tracked changes 1.Added a “Flash and Fill” optional prescriptive path – Wall Insulation (less efficient): 2x6 standard framing with 2 inches of spray foam, then filled with cellulose – Windows (more efficient): U–0.28 – Envelope Tightness (more efficient): 3.0 ACH50 2.Added airflow requirement for air source heat pump CC&S – Also, edited section to align with RTF CC&S spec 3.Now require ducts inside 4.Removed water heater efficiency requirements – Previous spec had a minimum EF table for electric resistance tanks, now covered in the baseline under the new federal standards 5.Mechanical ventilation section removed – Now required per code 6.Removed requirement for utility to test envelope tightness on 10% of houses – Reason: Envelope tightness should be covered under delivery verification 7.Skylight area maximum of 2% of floor area 4

Energy Savings Updates (listed in approximate order of impact on savings) Link to: Proposed Measure Workbook, and SEEM RunsProposed Measure WorkbookSEEM Runs 1.Used latest version of SEEM, latest calibration 2.Add savings from new ducts inside requirement – RTF Judgment Required: Baseline set at “PTCS” tightness levels to approximate code duct sealing and testing requirements Code: “… leakage to the outdoors must be equal to or less than 4 cfm per 100 sq.ft. of conditioned floor area…”) SEEM baseline inputs: 3.Now including savings for air source heat pump CC&S – CAT Recommendation: Set ASHP measures to “Planning” category, and use the CC&S research strategy 4.Baseline updated to match MT code – Windows: U-0.33  U-0.32 – Lighting: 50% efficient  75% efficient 5.Add dishwasher savings – Existing measure UES does not include water heater and dishwasher savings (claimed separately) 5

6 Blue Text: Change or addition to the MT House Specification. Red Strikeout Text: Removed from MT House Specification.

7 Difference between “R-5 Exterior Sheathing” and “Flash and Fill” paths is insignificant. Proposal: Take the average and do not have “prescriptive path” as a measure identifier. VCrawl = Ventilated Crawlspace UCrawl = Un-ventilated Crawlspace (i.e. Sealed Crawlspace)

8 Total Savings includes: heating, cooling, lighting, and dishwasher savings

9 Proposed costs are the same as existing costs, except: CFL costs were zeroed out (Baseline cost = Efficient-case cost) and dishwasher costs were added (per ResDishwasher_v2_2.xlsm; only $5).ResDishwasher_v2_2.xlsm

10 Not Cost-Effective

Proposed Motion “I _________ move, for the Residential New Construction Montana House 2 UES measure, the RTF: Adopt the revised specifications, costs, and savings Set the sunset date to April 2018 Keep the Status at Active For non-ASHP heating systems: Keep the Category at Proven For ASHP heating systems: Set the Category to Planning Adopt the CC&S UES measure’s Research Strategy (link, slide 19)”link 11
