3 April Meeting Outcomes Residential Clothes Washers Proven UES measure update – Savings increased – Baseline went down based on updated sales data (driven by more top loaders in the market) – NEEA field study that informed the remaining moisture content from a washer (also impacting the savings estimate) Assumptions implicit in decision: – Savings assume the washer goes in first (or at the same time) as the clothes dryer – Use new data from PacifiCorp and took the lower quartile costs as an attempt to avoid mark ups for features – Removes the laundry detergent savings as a NEB (same price per dose) – Gas and water savings are included as non-energy benefits 3

4 April Meeting Outcomes (cont) Residential Clothes Dryers New Planning UES measure (and related Research Strategy) – Includes dryers 4.0 cubic feet and larger (RTF essentially redefined “Standard” for this measure); does not include compact dryers smaller than 4.0 cu. ft. Again, assumes washer goes in first A path for researching NEBs was not specifically included in the Research Strategy RTF did not develop a combined clothes washer/clothes dryer measure Commercial Clothes Washers Proven UES measure update Baseline data based on national sales (not RBSA) and has a different mix of top verses front loaders – Com clothes washers are not included in draft Seventh Plan supply curves 4

5 April Meeting Outcomes (cont) Montana House 2 - Proven UES measure update Residential Heat Pump Water Heaters Planning UES measure (changed from Provisional) with adopted Research Strategy for HVAC interaction parameter HVAC interaction parameter will likely be researched by NEEA using the PNNL lab homes – Discussion around whether using a space heater for testing interaction is the right approach, but will look at this in more detail when there is an actual research plan Lots of discussion around the baseline and challenges with understanding how the market is going to change with the new standard – RTF did not provide specific direction for how to address the baseline at this point, but offered suggestions of a “tracking” role and engaging with BPA and NEEA that are studying this market 5

7 Background “The goal of delivery verification is to ensure the measure operates as intended and is capable of achieving energy savings.” (Savings Guideline 4.3.2) “Programs are only required to collect a verified count of delivered units, and the information needed to assign each delivered unit to the correct UES value… Total savings is the UES multiplied by the number of delivered units.” (Savings Guidelines 1.3.1) “As part of approving a UES and Standard Protocol measure, the RTF will provide guidance on delivery verification. The guidance will should describe key data that needs to be collected as part of delivery verification.” (Roadmap 3.6) 7

The purpose of this is to give you a sense of what we see as “guidance” Focus is on the What, not the How: – Must check efficient case – For pre-conditions measure, must check pre-conditions – For other key aspects of measure specification that impact energy savings, must check those 8
