7 RTF Staff Recommendations RTF staff recommendation on the UES estimate: – Overall, savings methodology fine for planning UES measure. – 10-year lifetime may be unreasonable given that measure can be easily moved and removed; equipment changes over time 2-3 years may be more reasonable – UES estimate currently assumes no removal rate (e.g., due to dissatisfaction); staff suggests adding a non-zero rate of removal – Tier 2 IR savings estimate (321 kWh) could be over-stated given that the APS’s in the study recorded when device would have been shut off. This misses instances when the TV would have been turned back on; however, it would be difficult to estimate this effect. 7

8 RTF Staff Recommendations RTF staff recommendation on research plan: – The pre/post methodology is reasonable, given that a control group scenario would be practically difficult to implement. – Cautions on sample size: Current sample size of 185 to sample proposed scenarios (on slide 7). Invalid sites (see Section 4.2 of Research Plan) could require greater than 185 total metered installations. Current CV estimate (0.96) based on direct-install studies may be understated for self-installs; therefore greater than 185 sites may be needed to ensure 80/20 confidence and precision. 8
