1 Implementer’s Group December Meeting Debrief and Upcoming Meeting Prep January 6, 2015

2 Purpose of the Group Provide some tangibility for implementers around RTF decisions and upcoming items Examples: – Weatherization measures: how can we explain the technical basis behind the decision to give the necessary context – Upcoming measures: what measure are likely to have big impacts on implementers and what type of data/feedback do we need to get these measures ready for the RTF Goal: Remove the mystery and increase engagement (as appropriate) to build buy in as we go 2

3 December Meeting Outcomes Non-Residential Lighting Approved the Provisional Standard Protocol and associated research plan with sunset date of December 31, 2015 Small protocol changes: – Craft some language to add on data collection for EMS – Clarify Footnote 4 Research Plan: – Focused on Phase 1 Research – Expecting some level of Phase 2 to inform more on control savings Calculator: Interest in some ability to “flip a switch” so that programs doing metering could use this to help inform the protocol 3

4 December Meeting Outcomes Single Family HVAC Measures Heat Pump Conversions – Proven, Active, sunset date of December 2019 – Includes variable speed heat pumps – Now three savings numbers for “poor,” “fair,” and “good” insulation – These numbers will be updated to reflect the ducts being unsealed when the HP is installed Heat Pump Upgrades – Proven, Active, sunset date of December 2019 – Includes variable speed heat pumps Ductless Heat Pumps – Approved the “Option 3” methodology for this measure 4

5 December Meeting Outcomes Single Family HVAC Measures Performance-based Duct Sealing – Provisional, Active, sunset date of December 2015 – Research Plan: Awaiting findings from BPA evaluation Commissioning, Controls & Sizing – Provisional, Under Review, sunset date of April 2015 – Research Plan: Have a draft plan, but the R&E subcommittee needs more time for review Removed “PTCS” for both measures – Program requirements not relevant to the technical specification – Implementers can still use this for their programs 5

6 December Meeting Outcomes MH Weatherization and HVAC Extended the sunset date for the HVAC measures to June 2015 – Includes HP Conversions, HP Upgrades, CC&S Need to revisit the calibration for MH – Weatherization analysis showed some funny things – Starting place will be looking for existing data that can be used to test the calibration (similar to what we did for SF) Need better cost data for MH – UCONS might have floor insulation costs – BPA has some low income costs that might be a better starting place than MF (the current basis) Data and engagement needed 6

7 Scientific Irrigation Scheduling – Extended the sunset date to February 2015 – Received an update on the Research Plan from BPA – After further discussion, RTF staff expressed concern about getting this all done this growing season Recruiting is ambitious and there is little room for error Still some aspects to be worked out around sampling plan – Considering using upcoming meeting to finalize provisional savings estimate and set status to “Under Review” to allow for more time to help ensure a successful research plan 7 December Meeting Outcomes

8 December Meeting Outcome Guidelines Issue – Recently, the RTF has changed the category of “Proven” measures down to “Provisional” or “Planning” – This was not intentioned when the guidelines were first developed and may have implications for evaluators – This is something we plan to take up during the next guidelines revision 8

9 Upcoming Agenda Items Expected for January DHP for FAF – Adam is reviewing technical work and preparing for the RTF (no technical subcommittee issues identified to date) – Received comments on Research Plan and are working to reconcile Non-Res Network Computer Power Management – Currently a small saver only for schools, sunset this month – Considering deactivation and test waters for new protocol/measure – Is this being used by programs? CVR and VO Standard Protocols – Not seeking a decision – Plan to work through some fundamental questions to get clear direction 9

10 Other Upcoming Measures Clothes Washers (residential and commercial) – Likely in February, in process of updating information for 7 th Plan – May not be cost effective Clothes Dryers (residential) – Expected closer to April – Coordinating with washer savings – HP Dryers will be included in the 7P DHW – Efficient Tanks (both residential and commercial) – Expected in February or March – For residential, not much left after standard change Smart plug power strips – Expected in March 10

11 Next Steps Jennifer will develop notes and talking points to send out by week end for review Create a parking lot of other topics and add to agendas as needed – Timing of RTF decisions with others (such as TRMs) 11
