Research Strategy Review: Advanced Power Strips MH HVAC Related Measures Jennifer Anziano RTF R&E Subcommittee August 6, 2015

Overview Reviewing two Research Strategies MH HVAC Related Measures Residential Advanced Power Strips 2

MH HVAC Related Measures 3

Background June RTF Meeting – RTF has a reliably calibrated model for estimating heating energy and savings in MH with electric resistance heat – RTF does not have a reliably calibrated model for estimating heating energy in MH with heat pumps Need to understand how heat pumps are working in manufactured homes to develop reliable per unit energy savings for related measures 4

MH Heat Pump Related Measures Heat Pump Conversions Weatherization with Heat Pumps Performance Based Duct Sealing Commissioning, Controls, and Sizing Heat Pump Upgrades 5

Data Collection and Analysis 1.Collect billing and audit data 6 Measure a Sample Size b Field AuditsBilling Data HP Conversion c 120RequiredPre and Post Performance Based Duct Sealing 50RequiredPre and Post CC&S d 120 baseline + 120 participants Required Post Only (Participants) Weatherization50RequiredPre and Post HP UpgradeOptional e Optional; Post Only a: Homes selected in the sample may have more than one MH HP Related Measure b: Minimum recommended sample size c: The sample should strike a balance between well and poorly weatherized homes. d: For the CC&S measure, the sample size includes both single family and MH e: Data collected for the HP Conversion measure can be applied to calculate HP Upgrade energy savings

Data Collection and Analysis 2.Conduct billing analysis to provide estimates for heating energy savings (and confirm they exist) 3.Construct calibrated engineering models to develop average UES for individual measures 4.Calculate energy savings for each UES using calibrated engineering models – If developing calibrated models is not feasible, energy savings from billing analysis could be used for UES estimate 7

Minor Updates to Research Strategy Data Collection – Clarified sample size for CC&S measure (includes both SF and MH) – Clarified that the HP Conversion sample requires a balanced mix of well and poorly insulated homes Data Analysis – Recommended first confirming existence of heating energy savings through billing analysis before moving forward Budget – Changed this to better reflect what we expect the lift would be 8

Discussion Questions Does the subcommittee agree that this is a reasonable path for research? – Remember: researchers are not bound by this path. The goal is to develop a reasonable, relatively low cost path forward. Does the sampling strategy look reasonable? – Goal: developing reliable energy savings estimates for these measures 9

Res – Advanced Power Strips 10

Measure Background Currently an RTF Planning UES – Approved in August 2015 with a Research Plan – Staff have not identified any research supportive of the existing Research Plan or other research to inform a Proven UES at this time Proposed path: Get measure on track by reframing measure as needed and developing a Research Strategy 11

Four Different Measures Advanced power strip savings vary based on device and application Propose splitting the measure accordingly: – IR-Sensing, Home Entertainment* – PC-interaction-Sensing, Home Office – Load-Sensing, Home Entertainment – Load-Sensing, Home Office Region may or may not work towards a Proven UES for each * Energy Trust is researching this measure, so staff will be recommending Provisional and pointing to their research 12

Data Collection Plan MeasureSample SizePre/Post IR-Sensing, Home Entertainment60Required PC-interaction-Sensing, Home Office60 +Required Load-Sensing, Home Entertainment60Optional Load-Sensing, Home Office60Optional Pre and post metering (2 weeks min each) of total energy consumption of controlled devices testing a variety of models – For IR-Sensing: Research seeks to understand whether savings vary significantly across different models – For Load-Sensing: A potential alternative path could be to use the type and quantity of controlled equipment and secondary data on estimates of stand-by power to reliably estimate energy savings Conduct site audits to inform: – Typical configurations of controlled equipment – First-year removal rates 13

Discussion Questions For the Load-Sensing devices, which path should be included in the Research Strategy: – Pre/post metering – Proposed alternative path – Some phased approach Sample size and sampling period: given the expected variability, are the sample sizes large enough and is the metering period long enough? 14

Meeting Wrap Up 15

Next Steps Incorporate feedback into updated drafts for presentation at the RTF meeting Next R&E Subcommittee meeting scheduled for September 3 10:00-11:00 – Potential topic: Fine tuning the research strategy Is this a worthwhile topic? 16
