11 Measure Development History, Timeline Measure Specification: Insulate to R-11 ducts with existing insulation of R-2 or less, located in unconditioned space. (This is a summary; a detailed specification document will accompany the measure proposal.) Savings Estimation Procedure: Calibrated Engineering (SEEM, with measure interactions) February 2014 – Complete package submitted to RTF CAT for review. – Decision to wait until RTF finalizes its SEEM96 calibration and measure interaction analysis (Option 3). December 2014 – RTF finalized its SEEM analysis for SF homes (Wx and HVAC)…finally Next Steps – Placeholders were included in the SEEM96 (Option 3) analysis for duct insulation, so assembly of a final proposal package should be straightforward 11

14 Measure Overview Measure Specification: Prescriptive air sealing for individual home components (attic, window, floor) to support existing RTF single family and manufactured home weatherization insulation measures. Savings Estimation Procedure: Calibrated Engineering (SEEM, with measure interactions) 14

15 Measure Development History, Timeline February 2014 – Research plan submitted to RTF CAT for review 3 options considered, but no practical solution Identified Proposal at the time was to estimate savings using SEEM, but make an estimate on the leakage reduction – CAT was uncomfortable with the “guess” and suggested looking at the results of the ETO study (prescriptive attic air sealing) – not available at the time – Decision to wait until RTF finalizes its SEEM96 calibration and measure interaction analysis (Option 3) December 2014 – RTF finalized its SEEM analysis for SF homes (Wx and HVAC)…finally Next Steps – Savings were estimated in SEEM96 (Option 3) for air sealing (kWh/CFM50reduction); the primary missing piece is an estimate of CFM50 reduction – ETO study: Projects completed end of 2014; data available this Spring Also… 15

16 More History February 2012 – The RTF adopted the “Residential Weatherization Research Data Collection Plan for Determining the Impact of Prescriptive Air Sealing on Ventilation and Infiltration Resulting from the Implementation of the RTF Residential Weatherization Measure Specifications”Residential Weatherization Research Data Collection Plan for Determining the Impact of Prescriptive Air Sealing on Ventilation and Infiltration Resulting from the Implementation of the RTF Residential Weatherization Measure Specifications Scope: “This research plan, approved by the RTF at the February 14, 2012 meeting, outlines data collection and analysis intended to examine the impact of implementing weatherization measures meeting the RTF weatherization specifications. This will be a one-year data collection effort commencing once RTF Residential Weatherization Specifications are adopted by regional utilities and implementation has begun. It calls for pre-and post-weatherization project blower door tests and other basic house characteristic data collection…” To Date: We haven’t heard of any data collection/study 16

19 Proposed Standard Protocol Overview A Non-Res Lighting Provisional Standard Protocol for projects that trigger a “Lighting Power Allowance (LPA) or Lighting Power Density (LPD) requirement in the applicable building code” 1 This definition includes the following scenarios: – A new building or new addition to an existing building – A change in Building Use Area as defined by building code – A “major renovation”, as defined in the Protocol document Savings are computed relative to the LPA required by code 1 From draft provisional protocol document, “Draft Provisional Protocol for Non-Residential Lighting with Current Practice Baseline,” July 23, 2013. 19

20 Provisional Protocol Development Timeline From past subcommittee presentation, it appears that a single lighting protocol was split into two separate protocols in 2013:presentation – “Retrofit” (mostly pre-conditions baseline) – “Lighting Code Compliance” 1 (current practice baseline) Since then, “Retrofit” has been the primary focus Questions for the RTF: – Are there subcommittee members who recall why the code compliance protocol stalled? – Is this still a feasible protocol to pursue, and is there interest in bringing this back under development? 1 Also referred to as “LPA Required” 20

23 Proposed Standard Protocol Overview Objective: To test the feasibility of estimating energy savings for Next Step Homes (NSH) using a Northwest specific version of REMRate – NSH will employ a suite of new construction whole building measures to achieve savings target The proposed protocol will test REMRate by comparing REMRate energy consumption and resulting savings estimates through calibrated SEEM and primary data collection – The NSH pilot projects provide a unique opportunity to collect data on 38 new construction homes and test the feasibility of using REMRate for savings estimation – Possible access to 500+ REMRate files and corresponding billing data from ETO – The exact methodology will evolve as NEEA, CLEAResult and CAT work to develop the provisional protocol 23

24 Proposed Standard Protocol Overview: Contd. An approved protocol may enable Northwest REMRate with standardized input assumptions to be used as an RTF new construction energy savings estimation tool in the region. – REMRate is a popular tool in the construction and energy rating industry – NEEA seeks to leverage this market facing tool to streamline utility involvement in new construction and ensure savings claimed by market actors are real 24

25 Provisional Protocol Development Timeline Proposed provisional protocol to be brought to the RTF in December, 2015 – This protocol development process will require a technical subcommittee NEEA will provide necessary resources to develop the protocol and the research plan – NEEA funders have expressed interest and willingness to staff a technical subcommittee 25

26 Staff Feedback Significant resources will be required to: – Calibrate heating energy consumption estimate from chosen software – Review and (possibly) improve savings algorithms for conventional measures (insulation, infiltration etc.) and non-conventional measures (e.g. radiant heating floors) – Develop standard protocol and research plan Other options might be less resource intensive – Potential path: Estimate a coarse adjustment factor for REMRate using billing data 26
