Challenge 4 How can footfall and transport be used innovatively to generate income and improve environmental sustainability in the city?

Challenge 4 1.Footfall - how bustling and busy a place is with pedestrians; 2.Transport - getting about from A to B by motorised transport modes such as a car, vans or motorcycle or by more sustainable modes such as walking, cycling, buses and trains; 3.Income- attracting, saving or generating money in the city to help the local economy thrive; and 4.Environmental Sustainability – delivering quality of life whilst protecting the environment

Why this challenge? Current transport issues It is expected that there will be a significant growth in jobs and housing over the next years. This may lead to: Increase pressure on road network Increase carbon emissions that contribute to global warming and climate change Increase air pollutants

Current transport issues Significant problems include: Increase congestion delays on the network result in unreliable journey times and longer journeys, particularly at busy periods and particularly on the Outer Ring Road. Numerous roads experience traffic speeds of less than 10 mph at peak times of day, particularly in and around the city centre. Inner Ring Road and sections of the roads approaching it are part of the city’s first designated Air Quality Management Area and air quality is deteriorating across the city.

Current transport issues To address these issues there are plans and strategies including Local Transport Plan 3 Local Development Framework Intelligent Travel York New park and ride schemes For more details on the above visit

City Centre Footfall City Centre footfall is only available from certain streets but allows us to demonstrate footfall within the Wifi zone. Current climate change issues Human activity such as burning fossil fuels to power our homes and motorised vehicles is producing harmful greenhouse gas emissions like carbon dioxide (CO2) and is contributing to climate change

In 2008 York emitted the equivalent of just under 1.2 million balloons worth of CO 2 ! (Image: CO2 Sense)

THE CHALLENGE (Image: CO2 Sense) 1 3

In York we are committed to reducing CO2 emissions by 40% by 2020 (based on a 2005 baseline). We therefore need to save the equivalent of just over 650,000 balloons worth of CO2 by 2020 (Image: CO2 Sense) 40 % reduction

Current Climate Change issues The city is committed to generating just under 40MW of installed renewable energy electricity capacity and 15.1 MW of renewable heat capacity by 2020.

Current Climate Change issues To meet city targets a range of actions and plans are in place: Climate Change Framework and Action Plan Local Transport Plan 3 Local Development Framework Intelligent Travel York New park and ride schemes For more details on the above visit

Current Air Quality issues The City has 2 Air Quality Management Areas where Nitrogen Oxide levels are elevated: 1 – five locations around the inner ring road 2 – Fulford (Main street area) Nitrogen dioxide is a brown gas arising mainly from vehicle emissions Air pollutants can be harmful to human health For more details on the above visit ion/Air_pollution_levels_in_York/aqma/ ion/Air_pollution_levels_in_York/aqma/

Current Air Quality issues There are actions and strategies to address these issues including Air Quality Action Plans Local Transport Plan Local Development Framework For more information visit: ution/Air_pollution_levels_in_York/aqma/ ution/Air_pollution_levels_in_York/aqma/

The Results of the Challenge Lots of debate – 60 replies Approx. 20 solutions Many were city-wide long term strategic solutions Need to shortlist

The Results Process 20 solutions were pulled out of the replies Initial broad assessment – based on I.Relevance to the 4 elements II.Ongoing work in the area / transport experts III.Deliverability 12 shortlisted

The Results 1.Sponsor a street - Ben Murphy 2.Energy generating pavements - Heather Niven 3.Cycle Counters and CO2 and Air Pollution real time displays - Andy D 4.Energy Bikes - Chris Wedgewood 5.Open data sharing -Antony Powel 6.Low emission mini bus for schools to share - Elizabeth Bates 7.Road train (based on the NRM road train model) - Kate Lock 8.Digital counters and displays / mobile signs - Antony Powel

The Results 9. Shuttle bus that links the city car parks, station and hospital with the main tourist areas and shopping streets - Andy D 10.Park and ride to charge per vehicle not per person -Andy D 11.Smart parking tickets - Antony Powel 12.One way to tackle that information-gap is through a network of TrafficMaster cameras (the ones on blue poles) - Antony Powel

The Results Excluded submissions I.Were not relevant to the challenge II.The solutions are already being implemented / worked on or planned (via Sustainable Transport Team) III.Deliverability – many were very strategic city-wide long term solutions or were unfeasible due to previous studies or other reason known to experts in transport or other departments

Excluded submissions Various longer term solutions - decreasing cars in the city, slowing down traffic, river taxi River Walk Way Improve predictability of public transport York Oyster style ticket YorkApp (web/phone/info points) More effective control of traffic on the inner ring road and road train

Comfort Break Back at 3pm please

Rest of the Day Attendees to chat one by one about their solutions - including 1.The solution 2.What it involves (10 mins max) Group questions and transport planning input What excites us and what are the challenges Summary of the day and next steps At the end of the day attendees will VOTE for their favourites
