1 Environmental sustainability in Lombardy Anelisa Ricci Managing Director Unit “Reduction emissions in atmosphere and environmental Sustainability” Environment Quality Department of Lombardy Region

2 Lombardy, with over 9.000.000,00 people and over 1500 Local Authorities, is one of the four motors of Europe and the most important Italian financial market. It has a GDP about 21% of the national GDP, produced by:  36% industrial sector: over 800.000 enterprises  62% service  2% agriculture Craft is also very important, contributing to about 1/6 of the total regional economy

3 Lombardy Region One of the main problem of the Lombardy is the air quality. The principal air borne pollutants of Lombardy are PM10, NO2 and O3. Area: 24.000 Kmq Population: 9.500.000 ab. Vehicles: 6.000.000 cars 500.000 lorries 1.600.000 motorcycles Streets:30.000 Km Primary Energy: 25% of the national total Electric Energy: 70% from Local production The main objectives are reduction of: 50% of fine particulate emissions within 2010 CO2eq,NH3, NOx, SO2, VOC

4 Lombardy Region The Environment Quality Department of the Lombardy Region has been working for many years on different initiatives concerning Strategic and Local Level: Strategic Level:  Strategic environmental assessment and environmental mainstreaming in EU Structural Funds Programmes  Law and Measures to improve the air quality and reduce greenhouse gases emissions  Kyoto Protocol: training and guidance of enterprises and Local Authorities to reduce CO2 emissions

5 Air quality and the reduction of the greenhouse gases emissions 1.Regional Law n.24/2006 "Measures to prevent and reduce the atmospheric pollutants emissions” With an advanced inter-sector approach, this regional law defines the regulations and the different actions for:  Industry  Transport  Energy production and consumption (especially for the civil sector),  Agriculture and forestry sectors 2. Energy Action Plan – will be adopted in 2007 The aims are:  updating the regional energetic assessment  defining priority measures to improve energy efficiency and to develop renewable energy sources. 6 Air quality and the reduction of the greenhouse gases emissions 3. DESK KYOTO Lombardy Region has just started up an initiative aiming at supporting, by actions of information, training and guidance: enterprises under the EU- Emissions Trading System Directive (EU-ETS) to cope with the commitments of Emissions Trading Schedule the other enterprises of the territory to achieve energy efficiency and adopt clean technologies. 7 Lombardy Region Local Level  Awareness raising of tools for the implementation of environmental sustainability (LA21, GPP, Environmental Accountability, Energy efficiency, Sustainable Tourism)  LA21 projects financing and monitoring  Promotion, orientation and technical support for local authorities (towns, cities, provinces, parks) in the management of pilot projects (e.g. Action Plan for Kyoto)

8 Local Action Plans for Kyoto This project promoted with the technical support of Lombardy Energy Agencies and Italy Kyoto Club. 1. Training for Local Authorities, focussed on:  renewable energy sources  energy efficiency in the civil sector  public lighting  lifestyle and consumption of resources 2. Action Plan for Kyoto Aimed at the development of the tools necessary for local authorities to create their Action Plan for Kyoto. The actions will promote, for each Local Authority: - to calculate the contribution for reduction of CO2 emissions. - to identify a set of targets within 2012.

9 Local Agenda 21 Lombardy is the Italian region with the greatest number of Local Authorities that have activated Local Agenda 21 processes: over 120 processes of LA21 involving more than 260 Local Governments over 220 Towns, all the 11 Provinces, 17 Mountain Communities 4 Parks. The population involved is 4.942.327 people. From 2002 to August 2006 we published 5 announcements and we funding 133 local authorities, more than 6.000.000,00 of funding.

10 A21 Regional Coordination The LA21 Regional Coordination promotes the adoption of LA21 processes and other instruments for sustainable development in Lombardy. In March 2006 an agreement was signed between L.R. and the LA21 Regional Coordination Unit, setting out a programme to promote sustainable local development policies. The aims are:  to create network between Lombardy local authorities;  to identify targets and promote sustainable policies in the areas of: - air quality, - climate change and Kyoto Protocol, - the Aalborg Commitments;  to spread voluntary instruments use (LA21, GPP, Energetic Plans, Sustainable mobility,EMAS/ISO14001).

11 In October 2006, the A21L Coordination and the Lombardy Region activated 5 Working Group (WG): 1.Green Public Procurement 2.Sustainable mobility 3.Aalborg Commitments 4.Environment Management Systems (EMAS II) 5.Energy Efficiency The W.G. meet every months; over 80 local authorities are involved. A21 Regional Coordination

12 Lombardy Region Future actions The next actions that we will promote are:  Enforcing the thematic aspects LA21, starting from the regional strategies :  air quality  greenhouse gases emissions  biodiversity and parks  Increasing the participation of local authorities in the regional policies
