4  NTS in Context: Drivers for Change  Transport and travel is a central feature of how we live and do business  Average distances travelled per person per year have increased by 43% between 1986 and 2003, primarily driven by car travel  Car ownership forecast to grow more than 30% between 2001 and 2021  Total Road Traffic is forecast to grow 22% between 2002 and 2011  Air travel is forecast to grow 30% between 2004 and 2011 and 150% by 2030  There were 465 million bus passenger journeys in 2004/5 and 73 million rail passenger journeys  In 2003/4 freight lifted in Scotland totalled 219 million tonnes  14% of UK retail sales will be online by 2014

6  NTS in Context: What the NTS will do?  Ask the big questions about what transport in Scotland needs to look like by 2025  Test out the kinds of transport policies required to deliver that vision  Provide a single comprehensive national statement of our long-term objectives, priorities and plans  Guide policy development for all partners  Guide infrastructure investment from 2012

7  NTS in Context: What the NTS will do?  Cover all modes;  Cover all travellers; and  Be medium to long-term in nature, beyond 2012  Fully involve Transport Scotland  Be complemented by the Regional Transport Strategies  Be evidence-based as far as possible

A culture where fewer short journeys are made by car…we favour public transport, walking and cycling because they are safe and sustainable…” Scotland’s Transport Future, 2004

10  Consultation Themes  Transport is about providing real options for people getting to work, children travelling to school and businesses transporting goods  We are looking at ways to cut journey times, tackle congestion, provide attractive alternatives to the car, improve links between cities as well as from outer estates, at the same time as looking at ways of minimising environmental impact

11  Consultation Themes:  Facilitating economic growth  Promoting accessibility  Promoting choice for transport users/businesses  Demand Management  Modal Shift  New technologies/Cleaner Fuels  Reducing the need to travel  Road safety

12  Consultation Themes: Existing and New Targets  Performance indicators  Reviewing key targets, for example, 2021 traffic stabilisation  Potential new targets, for example, emissions and congestion

13  Consultation  Pre-consultative events:  Modal  Themed  Regional  Written consultation, from now until 13 July  Consultation with transport users  National Conference – held on 30 May  Analysis and publication of consultation responses

14  Evidence Base  Mapping existing evidence base for policy options  Appraising new policy options/policy packages in the consultation paper, based on STAG principles  Additional evidence being produced through, for example, the rail and freight strategies  Findings will inform the final NTS

15  NTS timetable  Around 20 pre-consultation events held over the last year  Consultation Paper issued on 20 April – consultation ends 13 th July  Strategic Environmental Assessment carried out – Environmental Report was published on 22 May  Finalisation and publication of NTS later this year
