Requirements Webinar – March 2013 Problems that Have Come up Lately Page 1 IS ICDs for projects that should not be delegated away from the JROC –IS ICDs are supposed to be for narrowly scoped software development efforts Too much detail in ICDs –ICD requirements should NOT look like KPPs and KSAs –ICDs should have high-level operational requirements of what needs to be done, NOT how to do it Documents presented before the AoA is complete –CDDs and CPDs must NOT be presented until the AoA is completed and out-briefed to the JROC 14

Requirements Webinar – March 2013 Problems that Have Come up Lately Page 2 Services are not considering joint approaches –Services are presenting ICDs for Service-specific problems and are not considering related Joint and other Service ICDs –We need to work common approaches and architectures rather than allowing divergences to continue –Update a Joint ICD if there is something missing for a particular Service, rather than five ICDs attempt to address the same overarching problem set 15
