0 Materiel Development Decision (MDD) to Milestone A (MS A)
Materiel Development Decision (MDD) to MS A Materials:  Lesson Charts, Internet connection, (Assumes AoA and PPBE are being covered by separate instructors in separate lessons - refer to Jan 2012 version if AoA lesson is removed from the RQM 310 plan)  Time Breakdown: Minutes Lesson Outline  Purpose: To familiarize the students with the key requirements management related activities : - leading up to the Materiel Development Decision (MDD), the scope/construct of the MDD, and the major outputs of the MDD during the Materiel Solution Analysis phase the scope/construct of the Materiel Solutions Analysis Phase other than AoA the decisions made at Milestone A. This lesson comes after a lesson on the Capabilities-Based Assessment (CBA) process and an exercise dealing with Initial Capabilities Documents (ICD). And before a lesson on OSD level AoA activities. Ensure that you do not unnecessarily duplicate any material that has already been presented, particularly the information dealing with the AoA process. Chart 0, Introduction. MDD in and out: This is summary level of detail on some of the requirements management related activities that occur before, during and shortly after the Materiel Development Decision. Keep in mind that the ACAT of the potential acquisition program matters: for Major Defense Acquisition Programs (MDAP – ACAT I, and Major Automated Information System (MAIS) – ACAT IA programs), MDD will occur at the Defense Acquisition Board (DAB) or the Information Technology Acquisition Board (ITAB) level at the Office of the Secretary of Defense (OSD) with heavy involvement of the Joint and OSD staffs. These programs represent less than 10% of potential new acquisition programs. When dealing with non-MDAP/MAIS Component HQ guidance will apply; however, it will be very similar to that required for MDAP/MAIS programs, less some (but not all) congressional reporting requirements. MDD to MS A: Now that we have previously discussed what happens leading up to and immediately after the Materiel Development Decision (MDD), we are going to cover any necessary details that might not have been mentioned in the AoA Block of instruction or the PPBE block of instruction. Emphasis will be on the requirements management activities that take place after the MDD review during the Materiel Solution Analysis (MSA) phase of the acquisition process.
