ODISHA VIKASH CONCLAVE 2016 BHUBANEHWAR

BACKGROUND Skill training was not a focused agenda in the past. 11th five year plan started discussing about this and started the national skill development mission 12th five year plan took more affirmative stand and formed the NSDC and NSDA Today it is the buzz word

FVTRS Started in 1993 to promote skill training for school drop outs. Supported 941 projects so far and trained 120,000 people. Annually 5000 and per capita cost Rs.8500. Placement rate is 70 per cent of which 55 % are women. We are also providing EDP and Life Skill training. 6000 youth enrolled with NIOS for 10th class - 2010.

CHALLENGES Looks like the economic growth ensures human development??? Focus on skilling person for organised sector No focus on primary sector Focus also in the urban areas No focus on enhancement

Focused on targets and numbers Male orientation on skill training The vocational training has become stereotypes Entrepreneurship and soft skill are not considered Skilled workers remain unorgnised

There is also a stigma exist that skill education is low to other professions. There is no focused and deliberate attempts to reach out to the most marginalized. Poor recognition for the existing skills set of the marginalised persons

FOCUS WHERE?? In the most backward areas of the country. They are Andhra Pradesh, Telangana, Karnataka, Rajasthan, Chhattisgarh, Jammu & Kashmir, West Bengal, Odisha, North Eastern States, Bihar, Madhya Pradesh, Uttar Pradesh and Jharkhand. They are also characterised by the low human development index and the large presence of marginalised communities.

FOCUS WHOM?? Dalits Tribals and adivasis Fish workers Vulnerable among the vulnerable School drop outs PWDs Women

FOCUS WHAT?? Community mobilisation – a pre requisite Creating community ownership Self-employment Supporting local economy Converting to organised sector

Entrepreneurial and life skill training Enhancement of skills and livelihood Social responsibility for skill training institutes Skill training to skill development

“The test of our progress is not whether we add more to the abundance of those who have much; it is whether we provide enough for those who have little” – President Franklin D. Roosevelt
