Recent Events in Bulgaria with Industrial Radiography Devices Vienna, June 2014 Svetla Kazakova Head of division SIR for industrial purposes

Regulatory Framework of the radiation safety The legislative basis for radiation safety in Bulgaria is Act on the Safe Use of Nuclear Energy (ASUNE,2002) In 2010 the Bulgarian Parliament adopted the Act on amendment and supplement of the Act on Safe Use of Nuclear Energy (ASUNE, SG, No.80 of 12.10.2010). This Act covers the activities associated with the state regulation of the safe use of nuclear energy and ionizing radiation and with the safety of radioactive waste management and spent fuel management. 27 Regulations for application of the Act

REGULATIONS FOR RADIATION PROTECTION CONSERNING INDUSTRIAL RADIOGRAPHY Regulation on Basic Norms of Radiation Protection (2012) new Regulation for Radiation Protection during activities with sources of ionising radiation (2004, supplem. 2012) Regulation for the procedures for issuing licenses and permits for safe use on nuclear energy (2004, supplem. 2012) Regulation for radiation protection in industrial radiography (04.2013) new, replace Regulation No. 0-31 from 1974 Regulation for emergency planning and emergency preparedness for nuclear and radiological emergencies (2011) new Regulation for the provision of physical protection of nuclear facilities, nuclear material and site with SIR (2008,in process of actualization)

Industrial Radiography Summary Number of operating organizations – 61 (38 + 23) Number of gamma radiography devices - 229 107 are used and periodically reloaded with Ir-192 or Se-75 (the remaining 122 are stored in the manufacturer’s uranium containers at the respective locations) Number of X ray radiography units - 83 Number of transport vehicles – 86 Number of radiographers - 340

Distribution of the events for the period 2007 - 2014 per type of event (total number 124)

4 events for period 2007-2014 Incident in TPS “Maritza iztok 2” - April 2007 “(04= Incident in “Bulyard shipbuilding industry” Varna - May 2007 3 empty exposure conteiners “Гамарид 192/120” was found in metal scrap store (07.2009) Theft of gamma radiography device “Gammamat R30” (09.2012)

Similar 2 events in 2007 Locations Thermal power station “MARITZA IZTOK 2” St. Zagora “BULYARD SHIPBUILDING INDUSTRY” Varna Operating organization “Atomenergoproekt” LTD “Defectotest” LTD Date 17.04.2007 09.05.2007 Device, source Гамарид 25 М , f.N 801/79 1,7 TBq (46 Ci) Гамарид 25 М , f.N 849/86 1,01 TBq (27.33 Ci) Scenario After 35 exposures of welds, when retracting the source, the remote control (cranck) gives a defect, because there is a problem with the magnetic retainer. The result was that the source was stuck in the guide tube. The radiographer applied emergency procedures. After performing 17 exposures of welds, a radiographer trays to retract the source assembly but he has detected with his survey meter that the source has not been retracted in the exposure container. Appropriate emergency procedures put in action. 9

Reason Damage magnetic retainer The pigtail of source assembly was broken and part of pigtail with source remains in guide tube Dose accumulated during the incidents М С – 0,61 mSv Д К - 0,32 mSv П К - 0,25 mSv С Г - 0,21 mSv   П Х – 0,83 mSv Х Х - 0,65 mSv А А - 0,55 mSv Measures Development of a program for maintenance of the equipment for gamma radiography and a procedure for routine inspection, approved by the regulator

Theft of a gamma radiography device: “Gammamat R30”, loaded with Ir-192 (0,38 TBq) property of “Montazhi” EAD - Sofia What has happen ? Where has it happen? How has it happen? Responsible organization Measures undertaken by the national institutions
