Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Inspection Part III

Slide 2 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III To provide an understanding of an inspection program and inspection procedure (follow-up and feedback) Objective

Slide 3 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III At inspection, check the validity of the authorization data. i.e.:- General and Identifying Information name, address etc. of the licensee; physical location of the facility; the purpose and scope of the licence and validity; radiation protection officer; qualified experts and external services; representative of the legal person; information on any external workers and their employers.

Slide 4 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III identification and location of sources (compare with the source inventory maintained by the licensee and the Regulatory Authority) Verification of Safety the placement and adequacy of source shielding; safety control systems; appropriate warning signs (in the local language); physical protection of sources, in storage and in use, against theft, fire, etc. At inspection, check source security and safety i.e.:-

Slide 5 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III clearly allocate responsibilities for different operations and procedures; Verification of Safety (cont) give suitable guidance on working procedures; give appropriate guidance on accident and emergency procedures; provide appropriate and relevant training for workers. At inspection, confirm that the facility’s written procedures:-

Slide 6 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III recognizes its responsibilities and is aware of the authorization conditions; Verification of Safety (cont) provides adequate supervision over all operations; gives sufficient support, authority and resource allocation to the RPO; At inspection, confirm that management :-

Slide 7 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III the classification of areas Worker Protection working procedures, local rules and supervision; the monitoring of exposures and contamination; the health surveillance program. At inspection, confirm arrangements and suitability of:-

Slide 8 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III visitor control; control of non-occupationally exposed personnel; Public Protection At inspection, confirm arrangements and the suitability of:- the placement and shielding of sources; management of radioactive waste and discharges; monitoring of exposures and contamination.

Slide 9 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III Emergency plan confirm reviews and updates Training and exercises confirm that training is given; and exercises are conducted. Emergency Planning At inspection, confirm planning for emergencies.

Slide 10 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III the allocation of responsibilities for medical exposures; Medical Exposures At inspection, confirm:- a functioning policy for the justification of exposures; that exposures are subject to optimization and that guidance levels are used; appropriate equipment is calibrated and clinical dosimetry data is maintained; management has a functioning Quality Assurance program; that accidental medical exposures are investigated.

Slide 11 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III licensing information, inspection reports; regulations and codes of practice; documents on allocation of responsibilities, working procedures. Records source information, inventory of sources; transfers, disposal of sources and waste; exposure monitoring results; accident and incident reports. At inspection, check the following documents:- and records:-

Slide 12 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III Inspection reports should include:- identifying information (licence number, licensee, etc.) Inspection Reports the date of inspection; the persons involved (inspector, RPO, etc.); the practice/sources inspected; references to relevant regulations; the scope (and reasons) for the inspection; detected deficiencies and other observations; possible restrictions that should be applied.

Slide 13 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III The inspection findings should be used, where appropriate, to:- Feedback to Regulatory Process modify the inspection program; inform officers responsible for assessing and reviewing authorization applications; educate other inspectors. amend the licensing database and source inventory;

Slide 14 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III Decision making on findings Inspection reports Feedback to regulatory program Feedback and follow-up Analysis of information Pre-inspection preparation Plan for inspection Equipment and instruments Entrance briefing Observations, assessments Exit briefing Inspection Summary

Slide 15 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III References Inspection of Radiation Sources and Enforcement IAEA Safety Report

Slide 16 Organization and Implementation of a National Regulatory Program for the Control of Radiation Sources Module 3-8 Part III Prepare a basic checklist for unannounced field-site inspections of an industrial radiography licensee using 192 Ir sources. Inspections generally will be performed while the licensee is working in customers’ premises. The checklist, of some 10-20 items, should be suitable for use by a less experienced inspector.
