6 Use of radioactive sources in the country
Approximately how many sources are in use, and for what types of purposes? 103 in use, all five categories, medicine, industrial radiography, nuclear gauges 274 installed lightning rods with sealed source 542 in (interim) storage (only 1 of category 2), without smoke detectors and category 5 check sources What is the status of any national register and or national inventory of sources? Maintained in RAIS 3.3 web Acceptable database for all regulatory activities, including the state register of sources, both in use and spent/disused Register is continually updated through process of notification, authorization and/or inspection activities

7 Use of radioactive sources in the country
Are all users or potential users required to obtain a licence from the competent authority for the purchase, use and management of all sources? Yes, according to the 2007 Law and Regulation on notification and authorization of radiation practices Are all sources licenced by the national competent authority? Yes, for sources in use For sources not in use, notification is required and they are periodically inspected

Locations Users premises, previous centralized storage facilities in Sarajevo and Banja Luka New centralized storage facility is planned in the Strategy Disposal facilities - not planned Status of security over sources Regulation on the security of nuclear material and radioactive sources Several trainings on security matters organized in the country

9 Arrangements for disused sources
Arrangements & resources for return of sources to supplier or other licenced third party Licensees intending to import/export radioactive sources must apply to the regulatory body for an authorization. For Category 1 to 3 radioactive sources, licensees are required to guarantee that the source will be returned to the supplier after ceases to be used i.e. provide a copy of the contract with the clause about the return of the sources to the supplier after use. In the event that no such contract or guarantee exists, then the licensee must provide financial guarantees (monetary deposit).

10 Arrangements for orphan sources
Established measures are both proactive and reactive (prevention, detection, preparedness and response) Regulation and supporting guidance for actions in case of the discovery of an orphan source Mainly in line with the EU HASS directive 2003/122/EURATOM BOH accepts returned shipments if originally originated from its territory Memoranda of understanding with neighbors

Financial arrangements Balance between free storage of the source and motivation for scrap metal dealers The last authorized owner of the recovered source has to cover all costs If it is not possible to determine the owner of the source, SRARNS covers all costs If the radioactive material is detected on border, the supplier of the shipment covers all costs

What is the most important issue in the country with respect to the safety of radioactive sources? Establishment of a new centralized storage facility and identification of its operator What plans are in place to resolve the issues? Work is underway for selection of location and funds could be secured through international support/projects

What is the most important issue in the country with respect to the safety of radioactive sources? Availability of training capacity in the country, Implementation of radiation protection training for all employees in authorized legal persons, as a prerequisite for good radiation safety and security system in the county What plans are in place to resolve the issues? Authorisation of new training centres is underway, but a slow process
