SPLA Compliance Introduction Why are we providing this webinar? Microsoft provides Express Data with a compliance report which is generated using some basic formulas and contains six sections indicating where a SPLA partner may be non-compliant It should be re-iterated that just because a SPLA partner appears on the report does not mean that they are non-compliant. We will run through each of the red flags that are raised in the report and explain why they may indicate non-compliance

The Six Red Flags 1) Missing RDS SAL 2) Missing SharePoint Standard SAL 3) Missing Windows Server 4) SQL / Windows Server combinations 5) Missing SQL for Dynamics CRM 6) Missing SQL for SharePoint 1 2 3 4 5 6

RDS SAL and Desktop Applications 1 Providing hosted desktop applications such as Office, Project or Visio requires a Remote Desktop Services SAL for each user. Reporting desktop application SALs without RDS SALs will be flagged by Microsoft as non-compliant. Excerpt from the General Licence Terms for Desktop Applications in the SPUR: The delivery of a Desktop Application, such as Office, that is used by providing direct or indirect access to server software that hosts the graphical user interface, such as Windows Server (using the Windows Server Remote Desktop Services functionality or other technology), requires a Windows Server Remote Desktop Services SAL.” SPLA partners that have signed the Rental Rights Addendum and are providing end users with desktop/laptop devices with Office or other desktop applications do not require RDS SALs.

Missing SharePoint Standard SAL 2 Reporting the SharePoint Enterprise SAL without the SharePoint Standard SAL will be flagged by Microsoft as non-compliant. The SharePoint Enterprise SAL is additive to the SharePoint Standard SAL. The SPUR outlines the functionality that requires the SharePoint Enterprise SAL and it mentions that you need: “SharePoint Server 2013 Standard SAL, AND SharePoint Server 2013 Enterprise SAL” Partners reporting the SharePoint for Internet Sites Enterprise will appear on the report, however they do not require SharePoint Standard SALs and are compliant

Missing Windows Server Licensing 3 Hosting Microsoft desktop applications or server products that run on Windows Server require the underlying Windows Server licensing. SPLA Partner may be using a Data Center Provider such as Amazon Web Services. Referred to as SPLA on SPLA, the Data Center Provider will be reporting the Windows Server licensing to Microsoft and the SPLA partner will be reporting the SAL licensing. Using Windows Server licences purchased through Open Licence or other volume licensing programs other that SPLA to provide hosting services is non-compliant. End User can provide their own own Windows Server licences provided the hardware is 100% dedicated to the End User.

Windows Server & SQL Server Mismatch 4 Reporting larger numbers of Windows Server processor licences than SQL Server Core licences or SQL Server SALs will be captured by the compliance report. Raises a flag that the SPLA partner may not be aware of “Multiplexing” rules. Multiplexing is Hardware or software you use to pool connections, reroute information, reduce the number of devices or users that directly access or use the product; or reduce the number of operating system environments (or OSEs), devices or users the product directly manages, (sometimes referred to as “multiplexing” or “pooling”), does not reduce the number of licenses of any type that you need. A reminder on SQL Server Core licensing: To license a physical server you need to licence all the cores in the physical processors with a minimum of 4 cores (2 x 2 core licences) per processor. To license a VM you need to license the Cores assigned to the VM with a minimum of 4 cores (2 x 2 core licences) per VM. Most likely scenario is that partners are providing a greater proportion of services such as Office or Exchange or other products which do not require SQL Server and this will explain the lower level of SQL Server reporting.

Missing SQL for Dynamics or SharePoint 5 6 Both Dynamics CRM and SharePoint Server use SQL Server for the database and therefore SQL Server licensing is expected to be reported Partners reporting Dynamics CRM or SharePoint SALs without SQL SALs or SQL Core licensing will appear as non-compliant SPLA partner may be using a Data Center Provider such as Amazon which is providing the Windows Server & SQL Server licensing. End Customer may also be providing SQL Server through Licensing Mobility.

License Mobility What is License Mobility? Microsoft License Mobility allows Microsoft Volume Licensing customers with Software Assurance (SA) to deploy certain Server Applications in a service provider’s shared hardware environment. What is required of the SPLA Partner? SPLA partner must complete the Program Sign Form which references the “License Mobility through Software Assurance Addendum” document. What is required of the End User? In order to exercise License Mobility through Software Assurance rights, End Users must complete the “Mobility Verification Form” located at the link below: http://www.microsoft.com/licensing/software-assurance/license-mobility.aspx

Hardware Ownership Rules – Changes Nov 2013 Changes to hardware ownership rules with SPLA agreement refresh in Nov 2013. End User Facility Installations Current Language; Customers may locate servers (“Servers”) containing Products on an End User’s premises (“End User Facility”) solely to provide Software Services to the End User, provided that the Servers are fully owned or leased by Customer. End User Facility Installations NEW Language; Customers may locate servers (“Servers”) containing Products on an End User’s premises (“End User Facility”) solely to provide Software Services to the End User, provided that the Servers remain under the day to day management and control of the Customer. Additional language added; Customer is responsible for all of its obligations under this Agreement regardless of the physical location of the servers. Customer will be responsible to Microsoft for any unauthorized installation, use, copying, access or distribution of the Products by the End User.

RDS CALS with SA – Changes Nov 2013 Changes to SPLA agreement refresh in Nov 2013. End users with RDS CALs with Software Assurance will be eligible for License Mobility through Software Assurance.

Non-Submission of order Orders due to Express Data between the 1st and the 10th of the month for previous months usage at the latest Official company purchase order or Express Data Annuity Portal Usage month Within your Express Data account terms Late and/or non submission of orders to Microsoft can and will result in termination of Microsoft SPLA Agreement If you receive ANY notification from Microsoft regarding late or missing orders contact Express Data to investigate
